Summary

This position is located within the joint Executive Office of the Office of the Legal Adviser (L) and the Bureau of Legislative Affairs (H) (L H/EX). The Office of the Legal Adviser (L) advises and represents the Department of State on all international and domestic legal policy issues, in connection with U.S. foreign policy and the work of the Department. It provides legal counsel and advice on all domestic and international law matters that arise in the Department.

Clarification from the agency

U.S. Department of State career or career conditional status employees in the competitive service; employees who are on temporary or other non-status appointments who have reinstatement or non-competitive eligibility for a competitive service appointment (e.g., tenured Foreign Service employees, employees on an excepted service appointment at the USUN who have previous career status, etc.); and CTAP.

Duties

  • Serves as the Strategic Planning Team Lead responsible for implementing the Managing for Results (MfR) framework and conducting and/or overseeing program evaluation within L and H bureaus.
  • Implements the Managing for Results (MfR) framework and conducting and/or overseeing program evaluation within L and H Bureaus. MfR links strategic planning, budgeting, managing programs and learning.
  • Coordinates the implementation and monitoring compliance of the Federal Managers Financial Integrity Act (FMFIA) including assurance statements and audit compliance requests and responses for the Bureaus.
  • Contributes or leads the development of key bureau documents and reports, including the multi-year strategic plan, annual BRRs, annual operating plan, and annual performance report.
  • FAC Level II COR who performs a full range of contract oversight and administrative action in support of multiple contracts in the L and H bureaus.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience as a FAC COR Level 2 administering and monitoring contracts.
  • Experience designing or implementing a process at a federal agency developing multi-year strategic plans.
  • Experience writing and producing Bureau Resource Requests (BRR) documents, annual performance plans, and/or annual performance reports for a federal agency.
  • Experience developing performance goals and performance measures for federal programs.


There is no substitute of education for specialized experience for the GS-14 position.
