Job Description:

The Operations Program Manager (OPM) directs the development and implementation of activities in production areas to production goals, quality, cost, and delivery objectives.

This role is unique in that you will primarily work as a Project Manager, plan, organize, facilitate, and communicate with one or more proposal and project teams, with emphasis on facility improvements and upgrades. You are one of the continuity contacts for the Customer from proposal through execution and are responsible and accountable for either the program(s) and project(s) quality, cost, schedule, and performance. The OPM develops budgetary estimates for area of responsibility, input to capital expenditure recommendations and provides daily oversight to direct and/or indirect labor.

  • Maintain responsibility for succession planning, organizational and talent development.
  • Facilitate Operations, Manufacturing and Quality participation in design development to identify and address manufacturability, testability and inspectability issues.
  • Support the organization in the development and implementation of operating philosophies and business strategies.
  • Develop, implement, and sustain success metrics, incorporating best practices, and effectively communicating improvements.
  • Ability to attain and maintain a security clearance.
  • Effectively manage behavior, performance, and key deliverables across a matrix organization.
  • Work synergistically with the program Technical Lead for the success of the program.
  • Ensure aspects of the program such as risk management, configuration management, property management, subcontract management, security, and contracts are executed in accordance with contractual/purchase order and division requirements.
  • Ensure delivery of contractual/purchase order items such as CDRLs/SDRLs.
  • Work with company functional leaders to plan, staff, and execute the program.
  • Interface to the customer-side PMs on behalf of the program.
  • Present management data and metrics at program meetings and customer reviews.


Education:
  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

Preferred Qualifications:
  • Experience applying Cost Account Management (CAM) principles and operating cost is highly preferred.
  • Direct experience with defense contract industry is a strong plus.
  • Familiarity with corporate ERP and business intelligence systems (e.g. Deltek Costpoint, IBM Cognos, or similar)
  • Ability to work cross-functionally internally and externally.
