Job Summary
Oversee complex analyses, studies, and surveys for the Bureau/Department in connection with performance management, organizational planning, operations and workflow analysis, staffing, systems and procedures, and cost control. Prepare recommendations and reports designed to improve operations and productivity and make the best use of available resources. Provide guidance for others in process mapping, procedural manuals, charts, and other graphic and written materials to be used in formulating management plans, directives, and operational goals. Coordinate and monitor team operations.
Minimum Qualifications
*Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
Physical Requirements:
Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently
to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may
involve walking or standing for brief periods of time.

- Graduation from an accredited college or university with a Bachelor's Degree and
- Six (6) years of business operations, project management, change management, government program administration/operations or directly related experience or
- An equivalent combination of education and/or experience is required

- Ability to interact professionally with representatives from Bureaus/Departments and elected officials throughout the County.
- Ability to work independently and provide guidance to staff addressing analytical and technical challenges.
- Knowledge of the principles and techniques of office practices and procedures.
- Skill in executing advanced data collection, synthesis, analysis, reporting, and development of recommendations to support functional area(s), where analysis is often procedural and straightforward.
- Ability to work independently, make recommendations, and collaborate with team members, leadership, and stakeholders to drive accuracy and precision in analysis.
- Knowledge of non-standard and complex analytical practices to independently perform advanced studies on problems that may be undefined, often recommending new methods.
- Ability to lead, think strategically, collaborate, manage projects, solve problems, and manage changes.
