Duties

If you are selected for this position, you will perform the following duties:
  • Lead the operations of the Bureau of Economics (BE) Data Management Support Center, ensuring effective oversight of data management activities within the organization.
  • Serve as the data management official for the BE Secure Investigations Lab (SIL), managing a highly secure network where all Personally Identifiable Information (PII) and Sensitive Hospital Information (SHI) is stored, and ensuring compliance with strict access protocols.
  • Manage user accounts and permissions within the SIL for limited BE staff, ensuring that access to sensitive data is controlled and properly assigned in accordance with security protocols.
  • Represent BE in key governance bodies, including the privacy steering committee and the cybersecurity/IT governance council, ensuring BE's interests and requirements are met in broader organizational decision-making processes related to data privacy and security.
  • Oversee and streamline the workflow process of SIL requests using ServiceNow software, collaborating with IT contractors to prioritize requests, resolve complex technical issues, and provide effective solutions for problematic cases.
  • Confirm the accuracy and completeness of all data transfers involving PII and SHI into and out of the SIL, ensuring data integrity and compliance with security and privacy standards.
  • Deliver high-quality service to internal and external customers who handle sensitive data, offering expert advice on data collection methods and supporting their needs efficiently and accurately.

Qualifications

To qualify for a Lead Program Specialist at the GS-13 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
  • Serve as the bureau administrator for the Management Data Dashboard (MDD), creating and managing detailed reports for BE management related to administrative, financial, and case data, supporting decision-making processes.
  • Utilize expert knowledge of file transfer protocol (FTP) software to facilitate secure data transfers across various network environments, ensuring the safe and timely movement of sensitive data.
  • Schedule and conduct testing for new and upgraded software, carefully evaluating capabilities and performance to make well-informed decisions that support operational efficiency.
  • Manage software acquisition and upgrade projects, overseeing the process from initial research and information gathering through to the final testing and implementation phases.
