Under the general supervision of the Assistant Chief Counsel and task direction of an attorney, the Legal Analyst performs paralegal duties which are generally more difficult, complex and analytical in nature. The Legal Analyst share the duties of the Custodian of Records and assists with the handling of Public Records Act requests, subpoenas, and services of process. The Legal Analyst tracks progress of these matters to ensure timely completion, performs first-level legal analysis, and makes recommendations to attorneys regarding assertions of privilege for Public Records Act requests, subpoenas, qui tams, and service of process matters. The Legal Analyst may assist in performing legal research, preparing legislative histories, drafting legal briefs, exhibit books, memoranda and responses to public inquiries, preparing privilege logs, and reviewing files.

Occasional travel may be required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.)

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Ability to work independently, to meet multiple deadlines, and perform under pressure.
  • Familiarity with the California Public Records Act.
  • Comfort and familiarity with computer and popular office software packages and knowledge of legal research methods.
  • Working knowledge of insurance practices and the Insurance Code.
  • Knowledge of a custodian of records' responsibilities .
  • Strong analytical and interpersonal skills.
  • Excellent written and verbal communication skills.
  • A demonstrated ability to effectively organize and timely process a large caseload.
