Under direction of the Legal Support Staff Services Manager, Assistant Chief Counsel, General Counsel, and the general direction of Staff Counsel, the Legal Analyst performs the following:

Coordinates all Petitions for Reinstatement and makes preliminary determinations of eligibility for reinstatement for attorney approval. Prepares Petition agenda packets for the Commission. Schedules Petitions for Reinstatement, ALJ Proposed Decisions, transcript reviews, and Decision and Orders for Commission review. Monitors and analyzes ALJ Proposed Decisions from the Office of Administrative Hearings. Assists with preparing the Commission's Closed Session agenda.

Assists in all aspects related to the Committee of Credentials (Committee). This includes scheduling hearings before the Committee, creating the Committee's agenda, recording Committee meeting minutes as recording secretary, and working with other Legal Office staff and Commission staff in preparation for meetings. Organizes and prepares all correspondence related to procedures and outcomes for the Committee. Responds to procedural questions both orally and in writing from respondents and their counsel appearing before the Committee. Ensures that all Committee members' Travel Expense Claims (TEC) are prepared and input into the CALATERS system for processing and payment.

Assists with performing analyses, collects records, and assists in drafting appropriate agency responses, in conjunction with the Office of the Attorney General and Commission staff counsel, in response to litigation, including, motions to compel and subpoenas, and requests for records under the Public Records Act and the Information Practices Act. Responds to sensitive, high level inquiries concerning Commission actions, and provides analytical support to Commission staff regarding data and records requests.

Department Information The California Commission on Teacher Credentialing is an agency in the Executive Branch of California State Government. It was created in 1970 by the Ryan Act and is the oldest of the autonomous state standards boards in the nation. The major purpose of the agency is to serve as a state standards board for educator preparation for the public schools of California, the licensing and credentialing of professional educators in the State, the enforcement of professional practices of educators, and the discipline of credential holders in the State of California.
