Job Summary

The Department of Corrections Office of Financial Management (OFM) compassionately serves stakeholders with exceptional financial management that supports the agency's larger mission of transforming lives for a safer Minnesota. To help us achieve this goal, we're looking for a tech-savvy leader with exceptional data storytelling and strategic planning skills to help executive leadership make sound fiscal decisions.

As the Legislative Budget Director, you'll be responsible for managing a small, but mighty team of analytical thinkers to manage the agency's participation in the gubernational and legislative budget decision-making process.

What you will do:
  • Serve as the agency's legislative budget consultant to guide executive leadership on the development of the agency's biennial, supplemental, and capital budgets
  • Coordinate the agency's fiscal note process and prepare requests for information for the annual legislative session
  • Attend legislative hearings with the commissioner to testify when needed on agency fiscal matters
  • Conduct research on agency policies and program operations and develop recommendations for policies and procedures to generate cost-savings
  • Ensure that the department submits timely, accurate information to Minnesota Management and Budget (MMB), legislative fiscal staff, and the Governor's office

Qualifications

Minimum Qualifications

To be qualified for and considered for this position, ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.
  • Four (4) years of financial management experience in a leadership capacity. *Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI), or comparable leadership program. *A Master's degree in a related field may substitute for 18 months of experience, and a Bachelor's degree may substitute for one (1) year of experience. Experience may include internships, fellowships, volunteering, and work experience.
  • Budget and policy analysis and development experience in a governmental or not-for-profit environment
  • Excellent written and oral communication skills
  • Excellent interpersonal and communication skills to establish working relationships with diverse customers

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position:
  • An advanced degree in public administration, business administration, economics, accounting, finance, or a related field.
  • Experience working with the Minnesota Legislature
  • Budget development experience with the State of Minnesota

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
