Job Summary

This position serves to support and represent DPS on legislative and statewide public safety policy matters and serves as a key agency contact on legislative matters, supports the agency's Director of Legislative Affairs and guides agency staff on legislative relations. This position helps lead and coordinate the development of agency legislative proposals, initiatives and strategies consistent with agency goals/priorities and with the strategic priorities established by the Governor's Office and the legislature. The position coordinates with all DPS divisions as assigned by the Director of Legislative Affairs including Emergency Communications Network, Driver and Vehicle Services, Office of Traffic Safety, Office of Pipeline Safety, Office of Justice Programs, Bureau of Criminal Apprehension, State Fire Marshall, and Minnesota State Patrol. Represents the agency on legislative proposals, initiatives, and strategies at the legislature and with other external partners.

Qualifications

Minimum Qualifications
  • Three years of professional experience in the legislative process, legislative and stakeholder relations, project coordination, and policy development.
  • Ability to communicate effectively.
  • Analytical skills necessary to solve complex and controversial problems and issues.
  • Proficient computer skills to compose email and letters, set up and attend virtual meetings and effective editing skills.
  • Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

*Bachelors degree public policy, political science, law, or relevant field may substitute for one year of experience; Master's degree public policy, political science, law, or relevant field may substitute for 18 months of experience

Preferred Qualifications
  • Experience with legislative processes and procedures, such as developing budget change pages, developing policy forms, or testifying before the legislature.
  • Experience with legislative and budget process for Minnesota executive branch agencies.
  • Experience that includes policy analysis and monitoring legislation.
  • Experience managing complex projects and meeting tight deadlines.
  • Bachelor's degree or higher in public policy, political science, law, or closely related field.

Physical Requirements

Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
