Duties

The Licensed Professional Mental Health Counselor (LPMHC) Clinical Coordinator provides mental health services to the Domiciliary - Substance Use Disorders (DOM-SUD) program within the Specialty Programs Section under the Mental Health/Behavioral Sciences Service (MHBSS).These mental health services include programmatic responsibility for assessment, evaluation, diagnosis, treatment/aftercare planning, case management, and individual/group therapy to 30 complex care Veterans residing at the DOM-SUD associated with the JAHVAH. They will also assists with coordinating the work assignments of three Case Managers which requires advanced clinical experience, case management, team building, program development, and clinic program coordination skills. The position requires to assist the DOM SUD Program Manager, Specialty Programs Section Chief (SPSC) and Associate Chief of Staff MHBSS in developing, implementing, and refining services offered.

Additional duties include but not limited to:
  • Provides a full range of assessment/treatment services to assigned patients that would include comprehensive review of current mental illness symptoms, advanced psychosocial case and care management, discharge planning, health care coordination advocacy and referral, community referrals, and the rendering of a decision regarding the presenting diagnosis with coordination of the treatment plan including recommendations for continued treatment or therapy for a variety of different mental disorders that could include particularly complex or unusually difficult patients.
  • Provides education to patients, family members, and significant others.
  • Develops, implements, and documents the psychotherapeutic treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders.
  • Provides consultation to professional staff within Tampa VAMC and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients.
  • Assumes complete professional responsibility for clinical assessment findings, patient care decisions, and documentation.
  • Develop treatment interventions that support programmatic compliance with all regulatory policies, procedures, and practices.
  • Ongoing awareness of Local, VISN, and VACO Strategic Plans to incorporate program specific initiatives such as the "Recovery Model" or Peer Support to assist the DOM-SUD Program Manager in the delivery of the highest quality Veteran care.
  • Serves as a senior clinical advisor to the Service and Hospital on any LPMHC matters.
  • Provides technical and clinical supervision necessary for accomplishing the work of the unit.
  • Functions as an experienced senior clinician with responsibility and accountability for the technical accuracy of Veteran evaluations and the soundness of treatment plans and case management services.
  • Assisting the DOM-SUD Program Manager in training other staff in procedures for documenting clinical program milestones (admission date, length of stay, discharge dates, treatment and discharge plan completion, etc.)., encounters, interfacing with DSS, HAS, DAAS, Coding and Billing.
  • May serve as a field instructor for graduate level licensed mental health counselor interns. This includes weekly face-to-face sessions, as well as phone consultation on an as-needed basis.
  • Participation in research projects is encouraged and can be clinical or administrative in nature with possible options related to performance improvement, veteran satisfaction and/or review of outcome measures in treatment.
  • Management responsibilities include assisting the DOM-SUD Program Manager with ongoing development of program missions, goals, objectives, timelines, target populations to be served and admission criteria consistent with requirements from the VA Central Office (VACO).


Work Schedule: Monday through Friday, 8:00 am to 4:30 pm, with rotating tours of duty as needed.

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Qualifications

Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j
  • Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
  • Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treat. Exception: VHA may waive the licensure requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure. This exception only applies up to the full performance level. For grade levels at or above the full performance level, the candidate must be licensed. The appointing official may waive the requirement of licensure for a period not to exceed 3 years for a LPMHC that provides care under the clinical supervision of a licensed LPMHC who is at or above the full performance level. This exception only applies at the entry level (GS-9).
  • Grandfather Provision. All persons employed in VHA in as LPMHC on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:

(1) Such employees in an occupation that requires a licensure, may be reassigned, promoted up to and including the full performance level, or demoted within the occupation, but may not be promoted beyond the full performance level or placed in supervisory or managerial positions.

(2) Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels.

(3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.

(4) If an employee who was retained (grandfathered) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

(5) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.

Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.

Licensed Professional Mental Health Counselor (Program Coordinator), GS-12:

Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all the KSAs below:

1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program.

2. Ability to make key decisions in the hiring and identification of top candidates.

3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges.

4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team.

The Full Performance level of this vacancy is GS-12.
