The Wisconsin DNR is hiring an LTE (Limited Term Employee) - License and Permit Program Associate - Senior at our offices, in Madison, WI.

Position Summary

This position assists in administering the statewide wastewater, municipal waterworks, and small water system (OTM/NN) operator certification programs authorized under ch NR 114, Wis. Adm. Code. This includes initially certifying and renewing operators, processing applications, administering, and proctoring exams, processing fees, and database management. This position helps administer the many tasks associated with contacting customers, license/certificate distribution and renewals, and exam administration. This position will be responsible for testing enhancements, data entry and running of reports in the Environmental Licensing and Certification database (ECL).

This position is located in Madison, WI. Limited travel is required to proctor exams. Travel is required about 8-10 times a year.

50% Provide excellent statewide customer service for operators per requirements of NR 114.

• Communicate with operators via email, telephone, and letters to provide high quality customer service to operators to facilitate certification renewals.
• Provide initial licensures and renewals as outlined in administrative codes.
• Process operator renewal forms, training attendance rosters and training reports.
• Oversee collection and deposit of program fees.

15% Develop, maintain, and administer operator program exams.

• Coordinate exam administration and direct the statewide distribution of exam applications and materials to regional staff.
• Process operator exam applications, assemble exam packets and administer and proctor exams in various locations around the state.
15% Maintain the database for the operator certification program.

• Assist in further development and maintenance of the operator certification databases and on-line systems.
• Serve as a system tester for applicable IT projects while consulting with other related programs to ensure when changes are made the impact of the changes across programs are identified.
• Manage and regularly update ECL.

10% Create and maintain program protocols, operating procedures, training documents and webpages.

• Develop and routinely update the program web pages (in conjunction with Program staff) to ensure efficient public access to program information.
• Update or create forms to facilitate the program.
• Develop user guidance materials to train and support operators and Department staff.
• Create annual newsletter and other guidance to communicate with the operators.

5% Help train limited term employees to assist with administration of the program.

5% Other duties as directed by the Operator Certification Coordinator and Supervisor

Salary Information

This position pays $20.65 per hour and is in pay schedule and range 02-12. Compensation will be set in accordance with the State Compensation Plan.

This is a Limited Term Employment (LTE) position and will not automatically lead to permanent state employment or be entitled to the same benefits as permanent employees.

a. Has established a residence, as defined in s. 6.10(1), in this state not less than 10 days earlier;

b. Has resided in this state for not less than a total of one year out of the immediately preceding 5 years;

c. Is eligible to register to vote in this state; or

d. Is the spouse of a person meeting the requirements of par. (a), (b), or (c)." s.230.03(12), Wis. Stats.

• Databases (e.g., database management, data entry, uploading data, querying data, etc.)
• Experience providing program support (e.g., creating forms, updating records, communicating with customers and/or stakeholders, planning training, etc.)
