The Wisconsin DNR has two LTE (Limited Term Employee) Natural Resources Customer Service Representative Senior positions available in our Madison, Wisconsin office:
  • Hunt/Fish/Trap Licensing Specialist
  • Boat Registration Specialist

Please note: These positions will work a non-traditional schedule including nights and weekends.

Position Summary

Hunt/Fish/Trap Licensing specialist

This position has primary responsibility for assisting the public with hunting, fishing and trapping inquiries and license issuance. This position determines and explains licensing requirements and necessary steps to participate in these outdoor pursuits lawfully through the application of state statutes, administrative rules, and policies and procedure.

50% Provision of information on a full range of DNR topics to the public concerning hunting and fishing laws, requirements and procedures pertaining to licensing, Wisconsin residency, and DNR programs. Serve as a primary point of contact for analyzing complex questions. Explain program policies and procedures in responding to customer requests. Provide answers to questions or requests for information.

25% With minimal assistance, respond to moderate to highly complex inquiries from the public, DNR staff, enforcement agencies and others, provide information concerning legal requirements, departmental, division and bureau procedures, and assist in the resolution of Wisconsin hunting, fishing and trapping harvest registration and regulation issues.

5% Review and explain entries listed on customer records and record abstracts to inform individuals of point accumulations for bear, bobcat, fisher, turkey and sharp-tailed grouse drawings.

15% Process disabled hunter permit applications. Evaluate information provided on application and determine, through consideration of state statute and physician's recommendation, whether a medical or other condition exists for eligibility of a disabled angler license or hunter permit. Independently issue discretionary disabled hunter permits.

5% Other duties as directed by supervisor

Boat Registration Specialist

This position has primary responsibility for serving as a processing expert for boat registrations, transfers and boat titling requirements. The position processes applications, authenticates documents, determines eligibility, issues registration and titles, and provides support for the most complex vehicle transactions through the application of state statutes, administrative rules, and policies and procedure.

65% Application Processing
- Process applications consistent with statute, administrative rules, and policies and procedures.
- Validate vehicle and ownership information. Validate supporting documentation for requirements, accuracy, and proper signature.
- Proficiently use business systems to review applications and requests to determine whether discrepancies exist. Review and evaluate vehicle documents to determine whether they satisfy requirements and advise customers on resolving discrepancies. Maintain an advanced understanding of system errors, processing work-a-rounds, and department policies to efficiently manage title and registration records.
- Determine correct fees through review and application of appropriate fee schedules.

20% Support and Guidance
- Respond to Assistance Requests from CS staff, inquiries from dealerships or customers; research problems and provide guidance.
- Advise staff and customers on how to register recreational vehicles that require additional document such as affidavits, liens, trusts, and missing titles. Process registration transactions of this nature when intervention is required.
- Assist transferred and newly hired staff in becoming proficient in registration processing.

10% Quality Assurance
- Audit registration transactions completed by CSR staff.
- Remove transactions that are incorrect or incomplete. Re-enter transactions correctly, prepare product(s) for customer and inform customer why a product was re-issued.
- Recover any products issued in error.

5% Other duties as directed by supervisor

Salary Information

These positions pay between $21.16 - $24.82 per hour and are in pay schedule and range 02-13. Compensation will be set in accordance with the State Compensation Plan.

Job Details

This is a Limited Term Employment (LTE) position. LTE positions do not automatically lead to permanent state employment or enjoy the same benefits as permanent employees; however, these positions do offer valuable work experience and an opportunity to learn more about career opportunities with the Department of Natural Resources and the State of Wisconsin.

LTE employees are limited to working 1039 hours per position within a twelve-month period.

Qualifications

Minimum Qualifications:

- Ability to apply business rules to different situations and make sound decisions

- Ability and willingness to work a non-traditional schedule including nights and weekends

Preferred Qualifications:

- Excellent organizational skills

- Ability to plan daily activity and self-motivate

- Problem-solving skills with good judgment in handling varied situations

- Extensive practical experience with hunting, fishing and trapping.
