Summary

This position is located in the Veterans Benefits Administration, Fiduciary Hub at the Salt Lake City Regional Office. The Management Analyst is primarily responsible for performing analytical studies on various programs and operations within the Fiduciary Hub to determine their effectiveness and efficiency. The incumbent participates in program and systems development and is responsible for coordinating changes and improvements of new standards and systems among program heads.

Clarification from the agency

This vacancy is open to those covered by the indicated hiring paths and living in the local, Salt Lake City, Utah commuting area. Veterans eligible under the Veterans Employment Opportunity Act (VEOA) and current permanent VBA employees holding the GS-07 or higher and seeking non-competitive reassignment/change to lower grade need not to live in the local commuting area to be considered.

Duties

Major duties include but are not limited to:

  • Tracks division progress with respect to goals.
  • Facilitates work or program reviews to improve division results.
  • Recommends solutions on inter-team issues and matters with external factors.
  • Prepares, for the Fiduciary Hub Manager's review and signature assorted memorandums, letters, and other written communication.
  • Assists in, or performs, evaluations in the processes of various Systematic Analyses of Operations (SAO) to determine the level of quality and management factors of all program areas.
  • Utilizes Microsoft software and other applications to prepare documents, spreadsheets, databases, presentations, and other output for Fiduciary Hub Manager.
  • Coordinates implementation of new or revised procedures.
  • Reviews all new directives from all sources and advises Fiduciary Hub Manager regarding the impact on division programs and how to implement the new requirement.
  • Prepares program status reports for review at all levels.
  • Conducts non-financial internal audits to determine division compliance with policies and regulations, and to evaluate effectiveness of program administration.

Specialized Experience GS-9 is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Uses computer systems or applications to collect, compile, and organizes information; (2) Provides technical advice in subject matter area to others and; (3) Analyze or interpret data or other information.

Specialized Experience GS-11 is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Evaluating programs and their functions; (2) Recommending improvements in procedures, work methods, and/or organizations and; (3) Implementing changes to programs/business lines.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 14 November 2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-9 position you must have served 52 weeks at the GS-7.

For a GS-11 position you must have served 52 weeks at the GS-9.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience is that which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is characterized by knowledge of management and organizational principles and practices. This experience must also have provided the knowledge of quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations

  • GS- 9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
  • GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:

  • A thorough knowledge of advanced management and organizational principles and practices.
  • A broad knowledge of Fiduciary Hub operational and managerial practices.
  • Quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of operations.
  • Demonstrate expert communication skills to present and articulate findings to upper level management.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have

  • GS-09 - Master's Degree or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree.
  • GS-11 - Ph.D. or equivalent doctoral degree or LL.M if related, or 3 full years of progressively higher level graduate education leading to such a degree.

OR,

Combination: Applicants may also combine education and experience to qualify at this level.

  • You must have an combination of specialized experience and education beyond master's or equivalent graduate degree or successfully completed two 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to qualify at the GS-9 level.
  • You must have an combination of specialized experience and education beyond a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to qualify at the GS-11 level.


Note: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. Work Schedule: Standard 5-day, 8-hour, full time (40 hours a week) schedule; Monday - Friday. Hours may vary to effectively carry out the mission.;

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
