Duties

The ARM, Center for Design, Methods, and Analysis (CDMA) unit is seeking an experienced professional to serve as a Survey Analyst to perform the following:

Utilize qualitative and quantitative analytical skills to analyze, evaluate, and improve the efficiency of internal administrative, organizational, or management operations.

Develop and administer engagement and internal surveys using GAO web-based software or other document creation programs such as Adobe Acrobat or Microsoft Word.

Analyzes a variety of survey and operations data to support technical operations and develop recommendations to support team initiatives and briefs those recommendations to ARM management.

Develop, design, and maintain custom databases (SAS and Stata data sets, R data frames, Access databases, etc.), and automated systems for tracking ARM processes, engagement and internal survey respondents, and data.

Analyzes data using a variety of analytical tools, such as SAS, Stata, R, or Python. Perform electronic data testing to assess accuracy and reliability of the data, documents analytical methods, and interprets results.

Leads projects, develops timelines, and works with functional specialists and other staff on any technical issues affecting the implementation of new projects and services.

Recommend and participate in the development of policies and procedures to support program and technical operations and takes the lead in preparing and reviewing any supporting technical documentation.

Coordinate with other staff offices to develop plans for delivering products and services that meet customer requirements.

Work closely with staff to develop methodologies and strategies to improve the quality of team programs and services delivered.

Conduct research of various alternatives and analyzes the advantages and disadvantages of each alternative. Develop recommendations and briefs those recommendations to management for approval.

Analyze customer needs to determine functional requirements and technical options.

Present analysis results utilizing written and oral communication skills. Prepare documents, written reports, plans, and presentations to support analysis.

Initiate collaboration with a variety of staff at all levels throughout the agency, collect and analyze information, coordinate work, provide analytical and technical assistance, make recommendations, and implement new and innovative projects that improve the efficiency and effectiveness of CDMA processes and operations.

Perform other duties as assigned, including special projects.

Qualifications

You must have at least one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-11 level in the federal service, or comparable private/public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as:

- extensive experience using web-based survey software to support the design, management, and analysis of surveys;

- applying qualitative and quantitative techniques and evaluation methods to analyze, evaluate, and improve the efficiency of operations and the delivery of services;

- analyzing data using a variety of analytical tools, such as SAS, Stata, R, or Python; and

- proposing and recommending changes and strategies for more efficient and effective operations.
