Summary

This position is in the Strategic Program Management Office (SPMO), Veterans Benefits Administration (VBA) in the VA. SPMO, in conjunction with the Deputy Under Secretary for Policy & Oversight, Principal Deputy Under Secretary for Benefits, and the Under Secretary for Benefits, directs & coordinates VBA's transformation and innovation efforts to achieve strategic goals by focusing on a culture centered on advocacy for Veterans, reengineering business processes, & technology and infrastructure.

Duties

The incumbent is responsible for coordinating and integrating his/her own work while regularly and routinely leading a team composed primarily of two-grade interval employees and performing work that is of the same kind and level as work accomplished by the team led. The purpose of this position is also to provide line manager(s) with authoritative and objectively based information for making decisions on the programmatic aspects of organizational operations and management. The incumbent performs a variety of senior level analytical, planning, evaluative and advisory work, which serves as precedents for others.

Specific duties include:
  • Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met.
  • Maintain program and administrative reference materials, project files and relevant back ground documents and make available policies, procedures and written instructions from the supervisor; maintain current knowledge to answer questions from team members on price-duress, policies, directives, etc.
  • Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor.
  • Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise.
  • Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.
  • Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.
  • Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. Specifically, the incumbent will develop monthly reporting data for the Outreach Unit's overall performance.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13/GS-14.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/07/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-13 Grade Level Specialized Experience: At the GS-13 level, one year of specialized experience at the next lower grade level of GS-12.

  • Specialized experience is defined as ability to engage and influence stakeholders, to understand the client's needs and lead them throughout the phases of the project lifecycle. Ability to hold consultative meetings to ensure that requirements of the project are agreed upon and a delivery solution is negotiated that is acceptable to the majority of stakeholders involved. Ability to lead and direct a project from project initiation to closeout and manage deliverables, timelines, work breakdown structures, and other parts of the program/project lifecycle. Ability to assess, analyze and address the root cause of a challenge the stakeholder might face and bring thoughtful solutions to remedy the issue.

GS-14 Grade Level Specialized Experience: At the GS-14 level, one year of specialized experience at the next lower grade level of GS-13.

  • Specialized experience is defined as work that involves: Experience developing project plans to track, monitor, and control areas (responsibilities, schedules, resources, costs, and risks) related to strategic planning and change management initiatives or objectives in support of mission-critical/enterprise-wide programs; developing relationships and engages with broad/multi-level stakeholders to support strategy development and transformation; and guiding projects to evaluate and solve complex problems related to mission-critical initiatives and program/project management within a program or organization.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
