Job Duties

The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Manager - Contract Risk Management.

It is VITA's core mission and statutory responsibility to conduct IT procurement for the Commonwealth (COV) and manage risk in IT contracting and projects for the Commonwealth.

This position will serve in support of that mission by providing leadership to a team of talented IT sourcing professionals who execute the review and approval of strategic IT solicitations and contracts; to facilitate successful IT projects and positive relationships with COV IT suppliers while reducing risk to the commonwealth.

This position is part of VITA's Supply Chain Management (SCM) organization within the Enterprise Sourcing & Risk Management Directorate.

Key Responsibilities:

Leading and managing a team of IT sourcing professionals who review and approve IT solicitations and contracts that are categorized as 'high-risk' and 'major projects' by the Code of Virginia.

Lead a team of Cloud Sourcing specialists who provide sourcing guidance and negotiations as a service for Cloud solicitations and contracts to Virginia Executive branch agencies.

Foster effective relationships with various internal and external stakeholders to include VITA's legal and legislative services team, VITA business owners, Office of Attorney general and customer agencies.

Mature existing training programs and spearhead the development of new training and certification programs that will support the education and training of Virginia procurement and IT professionals.

Investigate existing processes and practices bridge gaps and lead the team through the creation of processes and guidance wherever possible. Continually improve existing programs and processes.

Develop, mature and report on metrics for all aspects of the Contract risk Management function

Provide guidance on procurement best practices, solicitation and contract development best practices to executive branch agencies and other customers.

Update and develop programs in response to shifts in agency strategy and evolving customer needs and changes in technology sourcing

Lead the development a new cross-functional 'contract compliance program' within SCM to streamline sourcing and risk management efforts and facilitate cross-functional collaboration, sharing of best practices and communication across the various sourcing and procurement organizations within SCM and VITA.

Support VITA SCM's oversight & governance responsibilities around sole source procurements, joint & co-operative procurements, Procurement governance requests and all other governance responsibilities.

Provide thought leadership for automation efforts in contract management, contract evaluations, negotiations, and template management.

Mentor and develop team holistically. Drive a positive work culture with a focus on continual improvement and customer service.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Extensive and comprehensive experience in procurement (sourcing and contracting).

Experience in complex program development and management.

Strong leadership skills and relationship management skills.

Analytical and integrative thinking to understand strategic needs and develop and shape strategies to achieve goals.

Strong procurement and risk management experience in Information Technology.

Experience in developing RFPs and contracts for large, complex IT projects.

Excellent communication and collaboration skills.

Strong knowledge of public procurement and the Virginia Public Procurement Act.
