Position Summary
  • Management accountability and decision-making authority for determining the strategies, interventions and activities that will be effective and appropriate to further enable the capability of the department.
  • Accountable for ensuring performance of the department in accordance with goals and stewardship responsibilities.
  • Communicates key management decisions and informs department leadership of issues affecting department performance effectiveness.
  • Facilitates development of and adjustments to work plans, work processes, budgets, staffing levels, and other resources needed to deliver services that meet expectations of the department.
  • Facilitates change to advance the organization and uses resources and operational practices to drive execution of plans.
  • Ensures that policies, procedures and practices are followed to support a safety culture, evidence based care, high reliability, performance improvement and transparency.
  • Accountable for a positive organizational culture in decision making and performance management to influence work attitudes and enhance job satisfaction.
  • Key liaison between the leadership teams and staff of the health care entities and programs.


Responsibilities
  • Provide day to day leadership for HR Service Delivery team members focused on employee lifecycle processes that may include but are not limited to; onboarding, leave management, general HR Operations, benefits, internal mobility, and position management to provide timely and effective support to our team members wherever they are in their employment journey.
  • Ensures that the HR Services function is adequately staffed and maintains performance standards, including customer service, responsiveness, and completed resolution of issues while operating with stewardship of resources and within budget.
  • Provides overall prioritization of work assignments and management of functional team resources and their activities.
  • Supervises data entry activities and ensures quality and accuracy of all data entry and work by monitoring data and established quality controls. Continuously raise the bar on benchmarks for service delivery and operational efficiency through creation of metrics-driven culture.
  • Develops dashboards, reporting, and other analytics applications utilizing HR data that guide trends and results both internal to HR and within the organization.
  • Designs and implements policies and procedures for HR Services representatives that respond to employee inquiries including processes and SLAs for internal customers.
  • Promotes proactive data-driven approaches to solve business needs/problems and creates new systems or processes as needed.
  • Ensures collaboration with outside vendors for design, testing and impact analysis for all changes and updates to HRIS, payroll and interfaced/integrated HR systems impacting HR Service Delivery.
  • Reviews and monitors applicable legislation, regulations, and HR policies as they relate to HR Operations and Service Delivery. Responsible for updating internal procedures, policies, KBs, and other documentation as necessary.
  • Ensures staff develops and maintains a strong working knowledge of related systems in order to effectively use system capabilities in the area of human resource management.
  • Ensures HR knowledge base and HR intranet content is accurate and consistent with policy and procedures (may also include policies, procedures and handbooks). Creates training videos and other materials as needed.
  • Ensures auditing, monitoring, and adjusting of HR Portal and HR content on intranet is completed periodically and timely (may also include policies, procedures and handbooks).

Minimum Requirements
  • Bachelors Degree or higher in human resources, business administration, or other related field.
  • Masters Degree in human resources, business administration or related field is preferred.
  • SPHR (or SHRM-SCP) or PHR (or SHRM-CP) preferred.
  • 3 - 5 years of progressively responsible work experience, preferably in HR.


Knowledge, Skills & Abilities required:
  • Demonstrated ability to manage, teach, make independent decisions and assume responsibility.
  • Strong interpersonal communication skills, verbal and written.
  • Ability to communicate and work effectively with all levels of staff.
  • Working knowledge and experience with PC-based applications, i.e. Word, Excel, PowerPoint, Outlook.
  • Futuristic approach to the development of programs/systems that support continuous quality improvement and Mission, Vision, and Values.
  • Ability to function as a leader, team member and execute the desired outcomes.
  • Must exhibit creative, positive problem-solving abilities.
