About the Position :

This position reports to the Department's Chief Operating Officer. The Office of the Chief Operating Officer provides overall administration of the day-today operations of the Department of Health and Human Services, including budget and fiscal management oversight, contract management, logistics and facilities support, and information technology support and development.

The Chief Information Officer (CIO) oversees the Information Technology Team and ensures that the Department's IT application and infrastructure needs are met. This includes managing the various IT applications that are used exclusively by the Department of Health and Human Services and working with program staff on the development of new applications, overseeing level 2 help desk support for Department staff, acting as a liaison with the Department of Technology Services to ensure DHHS's staff and facilities have adequate infrastructure, and working with external partners such as the Maryland Department of Human Services to ensure that DHHS staff can access state software applications.

Primary Duties of the CIO :
  • Develop and revise the information technology plan for the Department to support modern, efficient, and flexible program delivery.
  • Manage daily IT operations including help desk support, application development and support, purchasing and contracting for IT supplies and services, etc.
  • Troubleshoot and respond to emergent needs brought on by weather or public health emergencies, communication outages, or other kinds of emergencies.
  • Build strategic partnerships to support IT for the Department both internally among program staff and externally among other County Departments and outside organizations such as State agencies.
  • Support the strategic initiatives of the Department.

Minimum Qualifications

Minimum Qualifications :

Experience : Seven (7) years of progressively responsible professional experience leading information technology teams and projects, including evaluating and providing strategic direction on the development, implementation, and management of large-scale IT systems as well as Helpdesk support; Three (3) years of which were in a supervisory or executive capacity.

Note : The term "executive" is further defined as a high echelon or high-level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities.

Education : Graduation from an accredited college or university with a Bachelor's degree.

Equivalency : An equivalent combination of education and experience may be substituted.

Preferred Criteria

Preferred Criteria :

All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following :
  • Experience managing large-scale technology projects.
  • Experience implementing or supporting with CRM, case management, or health care IT systems in a leadership role.
  • Experience overseeing Level I, II, and III help desk support.
  • Experience managing personnel and budgets, particularly experience working within a union environment.
  • Experience communicating information technology information to non-technical audiences.
