The Montgomery County Department of Correction and Rehabilitation is seeking an individual with experience and competency in managing and directing large facility operations. The Deputy Warden, Manager III , of Facility Operations oversees the operation and maintenance for two secure facilities which include the Montgomery County Correctional Facility (MCCF) and the Montgomery County Detention Center (MCDC).

Thorough knowledge of this professional field is required in order to manage multiple resources of the organization within this department. Management focus is on day-to-day actions and decisions with consideration of longer-range strategic implications. Work involves resolution of both simple and complex operational problems that are potential barriers to safety, enhanced services, production, practices, and teamwork throughout the organization. Daily contacts include managers, supervisors, and staff of work units at all levels within other County departments/agencies and/or local area jurisdictions that interact with the Department of Correction and Rehabilitation or the facilities themselves. Judgments and decisions are guided by general policies and procedures; broadly outlined and complex regulations; plus past decisions, experiences, and practices relating to the management of the operations of these facilities.

Duties include logistical coordination and management of all maintenance and operations requests and projects while working in conjunction with the Department of General Services staff and outside contractors. These duties include but are not limited to: operation of central laundry; operation of central warehouse and loading dock; operation of food service and industrial kitchens; management of all aspects of inmate property; and daily transportation of all supplies and inmate laundry to and from the facilities. In addition, responsibility for the oversight of building services of all three facilities to include plumbing, HVAC, security and electronic systems, vehicles, building (interior and exterior), facility furnishings, trash removal and recycling, cleanliness and general upkeep, and lawns and grounds.

Fiduciary management of a large organizational budget includes the purchasing, inventorying and distribution of all chemicals, cleaning equipment and supplies; staff and inmate hygiene products; office supplies; maintenance tools and equipment; inmate clothing, bedding and accessories; large and small equipment and machinery; plus property system products and equipment. Experience with hands-on management and logistical co-ordination of large operations projects such as installation of inmate telephone system, installation of gas and water lines, installation of a solar (PV) power system, design and installation of offices and classrooms, and remodeling of facility areas such as Central Laundry is required as they often occur in addition to routine maintenance. Position additionally requires complex daily logistical operational management of moving staff, products and supplies amongst three facilities.

Staff is comprised of unionized employees including Correctional Officers, administrative staff, and outside contractors who keep two maximum security correctional facilities operating at a secure, safe and optimal level. This position requires the ability to perform work at multiple locations and regularly attend meetings throughout the County. Position reports to the Warden. On-call response 24/7 is expected and required.

The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.

Generally, this position is covered by the Retirement Savings Plan, Group RP. If the successful candidate is an internal employee, retirement plan coverage will be determined at the time the job offer is made.

Prior to a promotional appointment within DOCR, the selected individual must answer the Prison Rape Elimination Act (PREA) questions and submit to a criminal history to comply with the Prevention Planning on Hiring and Promotion Decisions (115.17, 115.117, 115.217, 115.317). This is a requirement to meet Federal law and audit standards.

Salary range for this class of work is $91,663 (minimum) - $162,254 (maximum).

The anticipated hiring salary range for this position is: $91,663 - $126,958.

Minimum Qualifications

Experience: Five (5) years of progressively responsible professional experience in a field related to facility operations and/or facility management.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.

Preferred Criteria

There are no preferred criteria for this position. Individuals meeting the minimum qualifications will be placed on the eligible list with a rating of "Qualified." Selection for interviews will be based on candidate experience in the following areas:
  • Experience managing and supervising staff within a primarily unionized environment.
  • Experience independently managing both large and small facility operations, to include construction and maintenance projects requiring logistical planning and oversight.
  • Experience managing administrative functions including large budget fiduciary oversight and project management.
  • Experience managing large program areas (i.e. warehousing, inventorying, central laundry, industrial food service and kitchens, purchasing, supply transport, inmate property storage).
