The Systems Engineering (SE) Manager's primary responsibility will be to support the maritime shipboard operations market segments. The Systems Engineering Manager will provide technical direction, planning, and staffing for direct reports. This position supports the Senior Manager of Systems Engineering ensuring resources for programs and proposal support are properly staffed, trained, and following the defined systems engineering process with a focus on continuous improvement. The Systems Engineering Manager will also assist in the formulation of the systems engineering approaches for tasks assigned to their direct reports by the Project Engineer on a program. This position is an onsite at the Herndon, VA facility.

Essential Functions:
  • Leadership of direct reports to ensure continuing adherence to systems engineering processes and approaches on a program.
  • Staff is trained, productive, and efficient in their work through technical reviews of their efforts.
  • Responsible for career counseling for each individual with performance evaluations and career discussions throughout the year. Prepare and administer performance reviews for those individuals on their staff.
  • Complete understanding of the systems engineering process from systems concept and synthesis through integration, evaluation, and test of machinery-control systems, ship-control systems, and integrated power and propulsion systems capabilities. Candidate must be adept at: Functional Analysis, Requirements Allocation & Traceability, Trade-off Studies in the areas of machinery-control systems, ship-control systems, and integrated power and propulsion systems.
  • An understanding of working through customer requirements to technical requirements to product solutions. An understanding of Functional and Allocated baselines in addition to Top-Level and Detailed Level Design approaches is required.
  • Candidate must have interest and demonstrated ability leading and developing people and processes and a working knowledge of any standard system engineering process including: MIL-STD-499, EIA-632, IEEE 1220 or IEEE/ISO/IEC 15288.
  • Strong verbal, written, and interpersonal skills are required. Demonstrated teamwork with internal and external customers.
  • Comfortable working in a fast paced and dynamic multi-disciplinary environment.
  • As necessary, lead overall systems engineering activities (e.g., key programs, red programs) and have tangible impact on program executions. Goal for this role is to charge direct program work for at least 50% of the time.
  • Demonstrated ability as a team player to build consensus among peers and build effective relationships with team members.
  • Experience with Model Based Systems Engineering, Agile Methodologies, Automation techniques, and DevSecOps concepts.

Qualifications:
  • Bachelor's degree in engineering or equivalent technical discipline and minimum 9 years of prior related experience, or Graduate Degree with a minimum of 7 years of prior related experience. In lieu of degree, 13 years of prior related experience required.
  • Experience in developing solutions for machinery-control systems, ship-control systems, and/or integrated power and propulsion systems.
  • Minimum 9 years Systems Engineering experience.
  • 5+ years leading teams of 5+ engineers, managing their efforts including budget and scheduling of activities
  • An active Secret Security Clearance (DOD Secret) is highly desirable, ability to acquire clearance required, which requires US Citizenship
  • Experience with all aspects of SEIT and product development best practices and their applications given program needs.
  • Experience in identifying and driving continuous improvement activities within the system engineering domain and applications given program needs.
  • Experience in managing technical programs and facilitating team activities.
  • Experience in integrated product teams.
  • Experience in creating and successfully executing against the SE BoEs.

Preferred Additional Skills:
  • Cost estimating, risk assessment.
  • Familiarity with the military/defense contracting environment.
  • Proposal management experience.
  • Engineering Leadership experience
  • DoD maritime systems engineering experience with Understanding of technological trends in the maritime sector.
