Naval Facilities Engineering Systems Command (NAVFAC) Pacific has awarded Dragados JV a $2.8 billion task order - under an $8 billion indefinite-delivery/indefinite-quantity (IDIQ) , multiple-award construction contract awarded in November 2021 to Dragados JV to replace a dry dock at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility at Joint Base Pearl Harbor.

The Marine Construction Manager/Project Manager is responsible for overseeing and coordinating all aspects of marine subcontract worth $1B construction projects, ensuring they are completed on time, within budget, and to the highest safety and quality standards. This role involves managing teams, liaising with clients, and ensuring compliance with environmental and regulatory requirements.
Key Responsibilities:
  • Project Planning and Execution:
    • Develop project plans, schedules, and budgets.
    • Coordinate resources, including personnel, equipment, and materials.
    • Oversee the execution of construction activities, ensuring adherence to design specifications.
  • Team Management:
    • Lead and mentor a team of engineers, laborers, and subcontractors.
    • Conduct regular meetings to monitor progress and address issues.
    • Ensure effective communication among team members and stakeholders.
  • Safety and Compliance:
    • Implement and enforce safety protocols and best practices.
    • Ensure compliance with local, state, and federal regulations, as well as environmental standards.
    • Conduct risk assessments and develop mitigation strategies.
  • Client Liaison:
    • Serve as the primary point of contact for clients and stakeholders.
    • Provide regular updates on project status and address any concerns.
    • Manage contract negotiations and change orders.
  • Quality Control:
    • Monitor construction quality and ensure compliance with specifications and standards.
    • Conduct site inspections and oversee testing and evaluation processes.
    • Address any quality issues promptly and implement corrective actions.
  • Financial Management:
    • Monitor project expenses and manage budgets effectively.
    • Prepare cost estimates and financial reports.
    • Identify opportunities for cost savings and efficiencies.
Qualifications:
  • Education: Bachelor's degree in civil engineering, Construction Management, or a related field.
  • Experience: Minimum of 12 years in marine construction management or related field on projects worth $500m+
  • Certifications: Relevant certifications (e.g., PMP, OSHA, Marine Safety) are a plus.

    • Proficiency in construction management software and tools.
    • Strong understanding of marine construction methods and materials.
