Position Summary

The Project Manager at HDPS is responsible for all operations associated with his/her department which in pump and service work, water well construction, or specialty drilling.

Essential Functions

  • Obtain the opportunity to bid or negotiate on a project. This is through personal contacts, referrals, public advertisements for bids, direct sales, telemarketing, or field sales calls.
  • Obtain a copy of the contract specifications, drawings, and pertinent information. Review in detail the contract terms and conditions and technical specifications. Determine suitability of contract for Hawaii Drilling & Pump Service's equipment, personnel, and schedule. Arrive at rough budget figure for purposes of obtaining bid bond.
  • If customer has no specifications, architect, or engineer, assist him in well or pump design, and help in writing specifications or changes to the specifications. With the customer's needs and quality work as the top priority, write proprietary specifications to give Hawaii Drilling & Pump Service the advantage in the event the Owner goes out to bid, rather than negotiate.
  • Visit the construction site and perform pre-bid site investigations. (Or have qualified superintendent perform site visit).
  • Prepare the bid/proposal and submit to the customer. This includes preparing all proposal documents including obtaining bid bond through our insurance agent, price schedule, and all forms included in owners contract package.
  • Attend public bid opening if contract is more than $200,000 or marketing consideration warrant attending.
  • If successful bidder, (or negotiating), execute contract documents for corporation signature and return to customer.
  • Attend preconstruction conference or arrange for qualified superintendent to attend, based on contract requirements and complexity.
  • Prepare written drilling or work program and schedule for superintendent, driller, or pump installer. Review project with field person in charge of project. Visit the site with him if necessary. Direct the superintendent on a daily basis.
  • Purchase all materials for the project following Hawaii Drilling & Pump Service's policies for purchasing and use of purchase order. Negotiate with and hire subcontractors as required. Oversee subcontractor work.
  • Oversee project on a daily basis until completion, maintaining daily contact with field superintendent and customers' Project Manager. Perform whatever tasks are necessary to keep project running smoothly and on schedule.
  • Monitor project closely for additional work required beyond the scope of Hawaii Drilling & Pump Service's contract management. Prepare written change order requests, notice of potential claim, claims for unforeseen or changed conditions, etc. Document all changes requested by owner's representative or required by changed filed conditions. Negotiate price on these change orders with Owner's representative.
  • Review and approve weekly time sheets, hours for employees, etc. Monitor progress, overtime, efficiency, etc. and give superintendent the appropriate feedback. Take actions as necessary.
  • Review and approve vendor's invoices for your proposals before paid by accounting. Negotiate incorrect billings with vendors and subcontractors.
  • Prepare monthly and final progress billings for projects; submit to owner and/or accounting department as required by contract and Hawaii Drilling & Pump Service's policies for billings and receivables.
  • Obtain final acceptance of project, approval of final quantities, and final invoice.
  • See that all money is collected for the project.
