Provides multi-faceted Intelligence support services consisting of, but not limited to, Open Source Intelligence (OSINT), All-Source Intelligence Analysts, Identity Intelligence (I2), Biometric-related analysis and production, Human Intelligence (HUMINT) Analysis, Intelligence Requirements Collection Managers (RCM), Special Advisors, Intelligence Analysts, Planners, Targeting Support, Counterintelligence (CI) Support, Screener Support, Strategic Debriefing Support, Foreign Government Information (FGI) Analysis, Exploitation (DOMEX and MEDEX), Target Focused Analysis and Neutralization (TFAN), Operational Intelligence Knowledge Management (KM), and other analytic and target support-related intelligence support services to assigned military units, and administrative support in support of the overall Intelligence mission in support of Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR) intelligence staffs and organizations.

Contractor personnel supporting this effort will be integrated into military and civilian intelligence operations and support CJTF-OIR Headquarters, the Combined Joint Force Land Component Command (CJFLCC) headquarters and subordinate units, and the Combined Special Operations Joint Task Force OIR (CSOJTF-OIR) and its subordinate units to accomplish Commander CJTF-OIR Intelligence priorities and taskings.
  • Responsibilities:
  • Open Source Intelligence Support tasks performed by contractors shall include:
  • Conduct comprehensive Open Source Intelligence (OSINT) and provide research, development, presentation, and production of OSINT analysis on all available open sources including social media independently or as a part of a larger analytical effort focusing on current events at the tactical and operational level including but not limited to; Turkey, Turkish Military, and other Turkish aligned groups, Russia, Russian military, Government of Iraq, Government of Iran, Revolutionary Guard, ISIS, Syria, and Shia/Sunni militia groups.
  • Perform all source intelligence analysis related to military actions, insurgent, terrorist groups activities, and threats to stability in the Iraq, Syria and other geographic combatant command regions.
  • Attend information, collaboration, and intelligence meetings including VTC/Telecons as required and prepare/present PowerPoint presentations as tasked.
  • Identify increases and decreases in positive or negative reporting from social media reflections in the AO and in regional news.
  • Provide sentiment analysis, measures of resistance, potential amongst various populations, and develop insights into the political-military dynamics and human terrain.
  • Monitor ongoing and planned operations and provide social medial analysis of human-coded sentiment related OSINT in order to enhance situational awareness and provide indications and warnings.
  • Ensure all intelligence data is properly disseminated using existing Knowledge Management practices, throughout CJTF-OIR and national level agencies throughout the CENTCOM AOR. Publish reports and disseminate via email, web portals, or other appropriate methods as tasked.
  • Assist with resolution on difficult and complex analytical problems by researching, developing and producing at the operational and strategic levels to leadership.
  • Coordinate with CITF-OIR and/or Reachback analysts support/answer RFI in the All/Open-Source Enterprise.
  • Publish reports and disseminate via email, web portals or other appropriate methods in coordination with the Government Lead and the COR/ACOR.
  • Ad Hoc/anticipated deliverables in coordination with the Government Lead and the COR/ACOR: Production Statistics, PowerPoint Briefings, Tipper Reports, OSINT summary reports, Pre/Post Strike Reflections, Social Medial Roll ups.
  • Conduct Battle Damage assessments, in order to assess media and social media atmospherics for content generation and scraping for post mission reflections.
  • Provide OSINT support to target development nominations at the basic, intermediate, and advanced phases. Prepare Pre and Post strike reflections, media and social media roll-ups, tipper reports, operation specific summary reports.
  • Analyze and exploit possible compromises in enemy information environment found in open-source media. Coordinate with the Multinational Intelligence Cell (MIC) and other CJ2 and CJ3 staff elements in support of messaging and target audience analysis. Prepare roll up reports of social media site analysis, story boards, PowerPoint presentations.
  • Provide intelligence support to Military Information Support Operations (IS2M) and Information Operations (I0), CI39.
  • Perform IED & CW threat network nodal analysis. Provide analysis of IED & CW trends. Support IED analysis reporting.
  • Provide, as requested, training to CJTF personnel on the OPEN SOURCE platform, preparing training on site, identifying and closing data gaps, and coordinating with Reachback analysts.
  • Conduct sentiment analysis at the granularity of individual statements. Topic and sentiment tags must be customizable/tailored to specific use case and flexible to adapt to changing environmental conditions and post to appropriate CITF-OIR Knowledge Management portal.
  • Research and analyze geo-political and military developments, such as military movements, atrocities, leadership statements or changes, capturing warnings and indicators, and public sentiment.
  • Using language enabled analysts, conduct translation and analysis of traditional and social media outlets.
  • Provide senior analytical advising for military and DoD civilians. Perform analysis of documents and media exploitation (DOMEX) from operations and detainees by coordinating with outside organizations such as DIA Office of Exploitation (STE) and CONUS based DIA NMEC.
  • Share pertinent information with the public affairs and IO divisions of CJTF, higher HQ and downtrace units.
  • Contribute to intelligence assessments to Measure of Effectiveness (MOE) & Measures of Performance (MOP) non-lethal fires (NLF) effects on the information environment; and provide sentiment analysis.
  • Advise and recommend to the Government existing and emerging OSINT related technologies, techniques, and software. Provide recommendations on how to exploit enemy vulnerabilities.
  • Convey biases in region open social and traditional media including native language media, to include print, web, FM broadcast, and satellite television.
  • Curation should enable entity-based analysis, such as analyzing messaging and sentiment of individual speaker down to the individual quote level in social and traditional media.
  • Monitor publicly available information (PAI) for CIVCAS analytic product to support Targeting with analytic reflections.
  • Cross reference open source and sensitive reporting to ensure source is reporting accurate information.
  • Identify and monitor propaganda leadership within the enemy organization and associated publications such as print, video, and social media commentary.
  • Maintain on-going updates.
  • Understand enemy TTPs for usage of social media and new sites.
  • Conduct counter-weapon analysis of specialized weapons via open-source information. Be able to communicate repercussions of enemy BDA.
  • Interpret sayings that may not translate well in the originating language (language enabled task).
  • Conduct training of CITF personnel on the open-source platform, preparing deliverables on site, identifying and closing data gaps and coordinating with Reachback analysts to support reports and RFIs.
  • Ad Hoc/anticipated deliverables are required no latter then 24 hours after initial tasking, unless otherwise coordinated with the Government Lead, and COR/ACOR.

Minimum Education:
  • Associate's Degree or three years intelligence analysis experience. Prior to deployment, completed OSINT Fundamentals Course, OS1 or equivalent joint service OSINT training.

Minimum Years of Experience:
  • At least four years analytical experience at the operational/strategic level within DoD or equivalent Government agencies and requires former MOS 35F, 350F, 18F, 35D, 34A, or equivalent specialty codes such as USMC - 0204, 0210, 0211 - Counterintelligence/Human Intelligence (CI/HUMINT) Specialist, 0231 Intelligence Specialist, U.S. Navy - Navy Intelligence Specialist, USAF - IN051 All Source Intelligence Analyst,IN771 Human Intelligence Specialist, IN451A Intelligence Fusion Analyst
