Provides multi-faceted Intelligence support services consisting of, but not limited to, Open Source Intelligence (OSINT), All-Source Intelligence Analysts, Identity Intelligence (I2), Biometric-related analysis and production, Human Intelligence (HUMINT) Analysis, Intelligence Requirements Collection Managers (RCM), Special Advisors, Intelligence Analysts, Planners, Targeting Support, Counterintelligence (CI) Support, Screener Support, Strategic Debriefing Support, Foreign Government Information (FGI) Analysis, Exploitation (DOMEX and MEDEX), Target Focused Analysis and Neutralization (TFAN), Operational Intelligence Knowledge Management (KM), and other analytic and target support-related intelligence support services to assigned military units, and administrative support in support of the overall Intelligence mission in support of Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR) intelligence staffs and organizations.

Contractor personnel supporting this effort will be integrated into military and civilian intelligence operations and support CJTF-OIR Headquarters, the Combined Joint Force Land Component Command (CJFLCC) headquarters and subordinate units, and the Combined Special Operations Joint Task Force OIR (CSOJTF-OIR) and its subordinate units to accomplish Commander CJTF-OIR Intelligence priorities and taskings.

Responsibilities:
  • All Source Analysis Support tasks performed by contractors shall include:
  • Perform all-source intelligence analysis related to military actions, insurgent activities, economic and political activities, and threats to regional stability. Research, develop, present, and publish all-source intelligence products at the tactical, operational, and strategic levels.
  • Develop all-source association matrices on individuals identified in reporting.
  • Research all-source intelligence databases, systems reports and products at tactical and operational levels.
  • Construct link diagrams/Essential Elements of Information (EEI).
  • Develop PIR/ HNIR/IR analysis of reporting.
  • Perform general intelligence analysis related to counterterrorism, HUMINT, Iraq, Syria, Jordan and Southwest Asia regional issues, political/military analysis, and targeting as requested. Log new requirements into tracker.
  • Perform analysis and reporting on measures of stability to include security, governance and development, Human Terrain analysis.
  • Prepare provincial and district assessments, campaign and mission analysis briefings and annexes, High Value Individual Targeting products, Extremist and Regional Threat Network Nodal Analysis.
  • Prep daily fused assessments using IMINT, SIGINT, and HUMINT products.
  • Assist with analysis and production of intelligence products.
  • Analyze results of research in order to identify insurgent networks/individuals and FIE and prepare analytical summary reports of insurgent networks/individuals and FTE.
  • Provide input to multiple Government requirements and objectives.
  • Conduct comprehensive research on complex topics. Assist with resolution on difficult and complex analytical problems.
  • Retrieve message traffic and collate with multiple sources of intelligence to provide a comprehensive picture of the environment.
  • Conduct Intelligence Preparation of the Operational Environment to support the Joint Planning Process.
  • Provide senior analytical advising for military or DoD civilian analysts.
  • Provide intelligence analysis related to counterterrorism, HUMINT, SIGINT, CI, Iraq and Southwest Asia regional issues, and targeting.
  • Incorporate IMINT, HUMINT and SIGINT analysis into weekly intelligence assessments.
  • Prepare intelligence product to include counterterrorism, SIGINT, CI, Iraq, Syria, Jordan and Southwest Asia regional issues, HUMINT, political/military, and targeting. Research, develop, and present post- graduate level intelligence products at the operational and strategic levels for senior leadership.
  • Analyze cultural, religious, political, geopolitical, military/social/behavioral science, perspectives on governance and development.
  • Draft requests for ISR collection in coordination with Collection Management team.
  • Adhere to Intelligence Community Directives.
  • Perform tactical intelligence analysis. Analyze, report on, and disseminate Human Terrain findings. Prepare provincial and district assessments.
  • Senior Analysts or Advisors shall also:
  • Interact with General Officer (GO), Senior Executive Service (SES), and other OIR officials to support the CITF-OIR mission.
  • Provide senior level advising and recommendations for contractor, military, and DOD civilian to resolve difficult military and complex intelligence related issues.
  • Research, develop, and present post-graduate level intelligence products at the operational and strategic levels for senior leadership.
  • Attend informational, collaboration, and intelligence meetings when required. The contractor shall prepare notes and provide expertise for weekly analyst exchange meetings.
  • Function as a liaison and military assistant enhancing the flow of information between selective CITF-CIR officials and other commands' staff throughout the theater of operations.
  • Advise senior leadership on contractor personnel and staff actions to best leverage analytical skills and talents of contractor staff.
  • Provide supervisory guidance and work leadership to subordinate contractors in support of CJ2 mission requirements.
  • Work with military and contractor functional intelligence disciplines such as HUMINT, SIGINT, CI, CT, All-source, and OSINT and targeting to ensure assigned Iraqi regional issues, Iraqi cultural, religious, political, geopolitical, military/social/behavioral science, and perspectives on governance and development are thoroughly analyzed within assigned timelines or published production.
  • Assist Senior Intel Advisor in oversight of production of 40 to 50 tailored All-source analysis products and various weekly intelligence projects specifically focused on Threat Awareness, FP, 1&W, C- IED, COIN, and targeting, while supplying analytical support for senior military leaders' decision making.
  • Assist and implementation and management of quality control (QC) for all analytical assessments

Minimum Education:
  • Bachelor's Degree or eight years direct relevant experience. Prior to deployment, completed OSINT Fundamentals Course, OS1 and OS302 OSINT Analytic Tools Course or equivalent joint Service OSINT training.

Minimum Years of Experience:
  • At least eight years analytical experience at the operational/strategic level within DoD or equivalent Government agencies and requires former MOS 35F, 350F, 18F, 35D, 34A, or equivalent specialty codes such as USMC - 0204, 0210, 0211 - Counterintelligence/Human Intelligence (CI/HUMINT) Specialist, 0231 Intelligence Specialist, U.S. Navy - Navy Intelligence Specialist, USAF 1N071 All Source Intelligence Analyst, IN791 Human Intelligence Specialist, IN471B Intelligence Fusion Analyst
