Pay Range: $220,890- $283,692 annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for aMission Support Work Planning & Controls (WP&C) Managerto drive efforts for mission work planning effectiveness across LLNL, to include work in nuclear facilities. As the Technical Leader, you will ensure integration and alignment of mission work planning with the institutional WP&C process. You will interact with other managers from across the Laboratory and oversee the efforts to define the functionality for work requests and work control documents within the Work Planning and Control Tool (WP&C Tool), ensuring that stakeholders are engaged in the development process. You will serve as a member of the WP&C Functional Area Office management team. This position is in the Work Planning and Control Office within the Environmental Safety & Health (ES&H) Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or moredays per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You will
  • Provide advanced technical leadership and oversight for the development, comprehensive planning, and execution of institutional requirements, processes, and procedures for mission work planning, including defining functionality of the supporting electronic Tools (including the Facility Activity Schedule Tool and WP&C Tool).
  • Provide oversight and advanced training to Mission Lead Work Planners and Mission Work Planners, monitoring workflow and goals against strategic objectives.
  • Train and mentor the responsible managers and supervisors, providing consultative direction, for both mission and site-wide service provider organizations to ensure WP&C requirements are met within their areas of responsibility.
  • Chair standing working groups and/or advisory committees to drive institutional change in maintenance work planning. Lead working groups comprised of maintenance service providers and application developers to define business processes and tool functionality.
  • Develop metrics and performance indicators for mission planning, and status the WP&C Program Manager and responsible managers of the mission service provider organizations regarding performance and recommend improvements.
  • Serve as an organizational representative to Department of Energy (DOE), Defense Nuclear Facilities Safety Board (DNFSB), and other external reviewers for the mission planning function.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Engineering or a related field or the equivalent combination of education and related experience.
  • Substantial e experience leading and expert knowledge of mission WP&C processes.
  • Extensive experience with and deep understanding of leading/managing operational programs with an emphasis on work control, facility operations, risk management, or Environmental Safety and Health (ES&H) areas, which may include planning, overseeing, and balancing operational and budget priorities to achieve desired results and strategic objectives.
  • Substantial experience in being politically adept, influential with the ability to build strong and sustained partnerships across diverse and broad internal and external organizations.
  • Substantial experience leading, developing, and championing creative and innovative solutions to highly complex issues and problems related to WP&C that may have broad implications. Requires expert technical and organizational problem-solving, decision-making and analytical skills necessary to independently interpret, advise.
  • Substantial experience leading change and mentoring various levels of staff, including technicians, engineers, and managers through a change process.
  • Extensive leadership and management experience in a large-scale, mission-oriented organization consisting of multiple organizations with varying levels of oversight and technical and operational management required.
  • Expert communication and collaboration skills necessary to effectively present, explain, and advise project teams, senior management, external sponsors, regulators, reviewers, and stakeholders on technical and/or operational information including translating broad strategies into objectives, action plans, and deliverables, and influencing and facilitating sustained change. Includes the ability to interpret and communicate, both verbally and in writing, highly complex, and often highly technical information in a clear and concise manner.
  • Strong facilitation and influencing skills at all levels, utilizing logical reasoning and appealing to positive motivations. Proven ability to manage multiple priorities, agendas, engagements, and tasks while effectively navigating ambiguity and resolving conflicts in a productive manner.
  • Subject Matter Expert in project management or implementation of continuous improvement programs within a highly technical and complex environment.

Qualifications We Desire
  • Master's degree in Engineering or a related field.
  • Experience working at DOE or non-government hazardous facilities in nuclear operations and/or work planning and control roles.
