Summary

Incumbent works in the Commander, Navy Region, Southwest (CNRSW) Morale, Welfare and Recreation (MWR) Program under the general supervision of the designated manager. Incumbent is responsible for the management, supervision, design, administration, operation, and technical direction of a fitness facility and the fitness program within the Southwest Region.

Duties

  • Manages and supervises the day-to-day operation of one fitness facility which may include a group exercise class facility or pool bathhouse.
  • Inspects and maintainsequipment and facilities in accordance with all established Navy and industry operational guidelines/standards. Ensures all repairs and maintenance of furniture, fixtures and equipment are completed in a timely manner.
  • Supervises appropriate staff with may include NF-0189-03 Recreation Assistants (Fitness Instructor); NF-0189-02 Recreation Assistants (Aerobic Exercise Instructor); NF-0189-01 Recreation Aids (Fitness) and massage therapists.
  • May oversee actions of contracted instructors or message therapists.
  • Responsible for training, supervising and scheduling staff. Interviews and prepares necessary paperwork for approval for hiring personnel.
  • Evaluates employee performance, initiates appropriate disciplinary action and recommends other pertinent personnel actions.
  • Develops, coordinates, implements and continually modifies a comprehensive group exercise program consisting of a variety of class styles. Ensures that all classes are taught in a safe and effective manner.
  • Provides technical guidance to fitness instructors.
  • Designs, organizes and carries out special events and health promotion projects within this area. Provides information for publicity releases and coordinates with marketing professionals to maximize participation.
  • Assists with developing annual budget requirements for assigned areas. Analyzes financial data, reviews budget and submits reports and recommendations.
  • Oversees resale operations and monitors all program revenue and expenses in areas of responsibility. Ensures reports and records are properly submitted.
  • Submits completed Appropriated Fund (APF) and Non-Appropriated Fund (NAF) purchase orders for equipment, parts, supplies and service contracts for approval. Maintains accurate inventory of all property.
  • Creates and oversees a variety of exercise and wellness programs to include safe and beneficial exercise prescriptions for cardiovascular fitness, weight loss, strength conditioning and flexibility.
  • Ensures prescriptions are in accordance with American College of Sports Medicine guidelines.
  • Identifies cardiovascular risk factors and other limiting conditions via medical health history questionnaires.
  • Refers patrons to medical personnel when necessary.
  • Supervises, instructs and demonstrates the proper and safe operation of exercise equipment.
  • Ensures staff is properly trained in the use of cardiovascular fitness machines and strength training equipment.
  • Monitors information given to patrons for accuracy.
  • Supervises and delivers a comprehensive exercise and wellness assessment program.
  • Performs various physiologic and wellness related tests and screenings for patrons.
  • Consults with patrons with regard to test results and establishes exercise and nutrition programs accordingly.
  • Trains and monitors employees in the delivery of the assessment program.
  • Develops and presents lectures and educational materials for local military commands.
  • Topics include, but are not limited to, Navy Physical Readiness Program administration, exercise programming, nutrition awareness, cardiovascular risk factor modification, and sports conditioning development.
  • Consults with local command on issues relating to command conditioning programs and fitness center design.
  • Complies with EEO policies and communicates support of these policies with subordinates.
  • Assures quality in determining selections, assignments, training, promotions, qualifications, discipline and awards to employees.
  • Performs other duties as assigned.


Requirements

Conditions of Employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • The work requires standing, sitting, walking and lifting 50 pounds or more while performing duties.
  • Irregular working hours may be required to include early shift, late shift, evenings, weekends and holidays when the need arises.
  • Cardiopulmonary Resuscitation and First Aid certification is required.
  • Certification from a nationally recognized agency in the area of exercise science or be able to obtain certification within 90 days of employment.


Qualifications

  • One-year supervisory experience in a fitness center.
  • Knowledge of various strength training machines and cardiovascular fitness equipment.
  • Ability and knowledge to perform minor repairs and maintenance of exercise equipment.
  • Experience with exercise physiology, exercise prescription for apparently healthy populations and for individuals with physical problems/conditions (hypertension, diabetes, obesity, heart disease, pulmonary restrictions , musculoskeletal problems, chronic back pain and pregnancy), exercise and medication interactions, electrocardiography, kinesiology, anatomy and nutrition.
  • Minimum of one year experience conducting graded exercise test on a stationary bike or treadmill with an electrocardiogram (EKG), performing body composition, lung function, flexibility, blood cholesterol and strength assessments.
  • One-year experience counseling individuals on their results and recommending fitness and lifestyle changes to make healthful changes.
  • Must be able to identify disease-related risk factors and be capable of assisting individuals with risk factor modification through exercise, diet, stress management, and other lifestyle changes.
  • Ability to evaluate the effectiveness of all programs and to make recommendations for improving or correcting them.
  • Ability to develop and customize presentations and address groups. Ability to speak to individuals/groups regarding fitness and lifestyle modification is required.
  • Ability to maintain records and reports, follow verbal and written instructions, and communicate effectively with others.


Education

  • A bachelor's degree from an accredited college/university in Exercise Physiology or Fitness and Nutritional Sciences is required or 4 years of related experience.
  • Certification from a nationally recognized agency such as the American College of Sports Medicine, American Council on Exercise, or Cooper Clinic for Aerobic Research in the area of exercise science or be able to obtain certification within 90 days of employment.

Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
