Job Description:

Join GDIT and be a part of the men and women that solve some of the world's most complex technical challenges. The NCIS team is seeking a Project Manager to join their program in Quantico, VA.

This position allows a hybrid schedule - 2 days a week telework and 3 onsite.

The Naval Criminal Investigative Service (NCIS) is an organization of approximately 2,200 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the DON component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters. NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the DON, but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage, and subversive activities.

This position is part of the IT Technology Development division within the NCIS ITDS organization and performs the following functions:
  • Coordinate and monitor technical projects or programs from initiation through delivery
  • Gather required data from end users to evaluate objectives, goals, and scope to create technical specifications
  • Serve as liaisons between technical and non-technical departments in order to ensure that all targets and requirements are met
  • Ensure technical projects are completed on schedule and within budget
  • Keep leadership informed of key issues that may impact project completion, budget, or other results
  • Works with minimal supervision with wide latitude for independent judgment
Responsibilities:
  • Coordinate internal resources and third parties/vendors for the execution of projects
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Develop a detailed project plan to monitor and track progress
  • Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques
  • Measure project performance using appropriate tools and techniques
  • Report and escalate to management as needed
  • Successfully manage the relationship with the customer and all stakeholders
  • Perform risk management to minimize project risks
  • Create and maintain comprehensive project documentation
The successful candidate will have:
  • Excellent customer-facing and internal communication skills
  • Excellent written and verbal communication skills
  • Solid organizational skills including attention to detail and multi-tasking skills
Basic Required Qualifications:
  • Bachelor's Degree (May be substituted for additional years of experience)
  • 5+ years of experience in a project management role within a large IT program; DoD experience preferred
  • Solid technical background with understanding and/or hands-on experience with software development and web technologies
  • Preferred: Experience managing data to the cloud projects
  • Strong working knowledge of MS Office and MS Project
  • PMP certification
  • Secret clearance; must be eligible and adjudicated to the TS/SCI clearance level
  • Preferred: Experience with ITIL and SCRUM

The likely salary range for this position is $101,566 - $117,300. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
