The MURR facility enables research across many disciplines - from investigating ancient cultures and how plants respond to their environment, to analyzing industrial materials and developing radiopharmaceuticals that have lifesaving clinical applications. MURR is a reliable resource for researchers, scientists, engineers and students across the country.

Job Description

The NextGen MURR Program Manager supports the NextGen MURR Program Director in developing and integrating necessary goals and strategies to ensure the NextGen MURR transformational initiative to design, construct, and commission a new state-of-the-art research reactor at the University of Missouri is realized.

The NextGen MURR Program Manager will manage the collection of projects associated with the NextGen MURR initiative, including the new reactor and associated structures, systems and equipment, and be responsible for oversight and execution of the core program management functions. This includes managing the various project integrations and transitions that are expected to occur throughout the NextGen MURR initiative lifecycle and the various phases (e.g., procurement, specification, licensing, fabrication, construction, and commissioning).

Key Duties Performed by This Position Will Include
  • Manage NextGen MURR project and program management functions: program governance, cost/budget management, risk management, resource management, project interdependency management, communication management, stakeholder management, documentation management, program/project change management, etc., throughout the program lifecycle.
  • Monitor and communicate program metrics related to scope, cost, schedule, quality, and risks; including developing program/project specific dashboards, reports, and other tools, at the request of the Project Director, to support effective project status monitoring.
  • Coordinate with external contractors/consultant project teams to establish integrated project oversight tools.
  • Engage with other large project teams at the University of Missouri, across the Nuclear Industry, and in other diverse industries to identify lessons learned and support excellence in program/project management execution.
  • Coordinate with applicable internal / external stakeholders to establish appropriate contracting strategies for NextGen MURR project activities.
  • Support oversight and maintenance of the project procurement matrices. Ensure procurement strategies are risk-informed and balance both percent design completion, lead times, costs, and other critical procurement related attributes.
  • Assists with the development of NextGen MURR initiative strategy and program integration and execution
  • Supervise the development of project designs, construction documents, specifications, and bid documents for NextGen MURR projects
  • Applies understanding of the organization and how each function integrates with others to achieve initiative and university objectives
  • Provides technical guidance to employees and colleagues inside and outside the initiative
  • Oversees the process of establishing the short- and long-term goals, objectives, budgets, operating procedures, etc. for the NextGen MURR initiative
  • Develops and administers policies and practices for the NextGen MURR initiative, aligning with university policies and practices
  • Adapts initiative plans, priorities, budgets, etc. to meet short- and long-term service and/or operational objectives/goals and to address any resource and operational challenges
  • Identifies and solves highly technical and complex operational problems
  • Understands and recognizes broader impact across the NextGen MURR initiative, MURR and the University
  • Impacts the team's ability to achieve service, quality and timeliness of objectives by providing expertise and leadership
  • Guides and influences others either internally or externally to adopt a different point of view
  • Establishes and maintains relationships outside of the initiative
  • Assists in establishing baseline and benchmark metrics to better track, monitor and report on NextGen MURR initiative
  • Conducts surveys and focus groups, as needed, to ensure optimal stakeholder engagement and assist in the development communication strategies
  • Impacts the quality, timeliness and effectiveness of the team, other teams and even the organization
  • Communicates difficult and/or complex concepts and negotiates as needed
  • Prepares for and provides briefings for assigned program/project areas

Shift

Monday through Friday 8AM - 5PM

Minimum Qualifications
  • A Bachelor's degree in related/ relevant area and at least 3 years of experience from which comparable knowledge and skills can be acquired is necessary
  • Additional licensures are necessary as required by regulatory authorities


Preferred Qualifications
  • Engineering, or applicable technical degree, preferred
  • 10+ years of project management / portfolio management experience preferred
  • PMP certification preferred
  • 5+ years of experience with large, capital projects in the nuclear industry (or similar highly regulated industry) required
  • Experience with regulatory agencies, including NRC, DOE preferred

Knowledge, Skills, & Abilities:
  • Proficient with use of project management software / scheduling tools
  • Proficient with Power Bi or similar tools to generate project oversight systems
  • Strong ability to communicate with and manage diverse stakeholders
  • Proven ability to deliver projects on time, on budget, with desired quality


Anticipated Hiring Range

Salary Range: $110,000 to $140,000 per year
Grade: GGS-MKT
