Job Summary

The incumbent in this position will provide leadership, direction and coordination for major service delivery design and implementation around nicotine and cannabis treatment in accordance with state and federal regulations and mandates. The duties and tasks of the incumbent include taking lead responsibility for nicotine treatment policy review, development, and implementation. The incumbent will be expected to take a leading role in the development of strategies for how nicotine treatment will be funded, managed, delivered, and evaluated. The incumbent will report on various activities, projects, and outcomes to their supervisor and other managers within the division or department. The work of this position will involve participation in the broad-based departmental effort to establish goals and reforms using a work plan developed between the division management and the incumbent.

Domain of responsibilities include:
  • Provide nicotine and cannabis treatment policy analysis, development, and planning expertise to the Behavioral Health Division and other requesting administrations of the department.
  • Provide leadership and support to the Behavioral Health Division regarding projects that develop and enhance nicotine and cannabis treatment services.
  • Functions as the liaison between the Behavioral Health Administration and Substance Use Disorder and Mental Health Treatment Programs to provide guidance, technical assistance, and support for programs to implement nicotine and cannabis treatment into their programing.
  • Work with partners including the Lung Mind Alliance, Department of Health, American Lung Association, Blue Cross/ Blue Shield to assist in the development of a comprehensive approach to increasing access to nicotine treatment for clients in Substance Use Disorder, Opioid Use Disorder, and Mental Health Treatment Programs.


Qualifications

Minimum Qualifications

Three (3) years of specialized experience working a nicotine or cannabis program supporting policy and/or procedures.

Experience must clearly demonstrate:
  • A broad-based understanding of federal/state law and polices relating to treatment strategies for tobacco and/or cannabis use disorder treatment services and supports.
  • Knowledge of the history of services and familiarity with a variety of treatment models, essential in evaluating current and proposed systems.
  • Knowledge of roles and relationships of county, Tribal Nations, state, and federal governments.
  • Experience with managing complex projects and knowledge of continuous improvement tools/methods.

Preferred Qualifications
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
  • Experience providing training and technical assistance regarding quality assurance strategies and processes.
  • Understanding of how to increase and integrate local capacity building efforts with local planning and purchasing systems for nicotine and cannabis treatment support and recovery services.
  • Experience, including either professional or volunteer, with tobacco and nicotine cessation services.
  • Proficiency in excel, statistics and delivering data in reports and/or presentations.

  • Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
