Job Description

GENERAL DESCRIPTION

This data analyst position is for the Privacy and Data Security Team in the Consumer Protection Division (CPD) of the Texas Attorney General's office and will be based in Houston or Austin.

The team focuses on the enforcement of Texas's privacy laws, including the recently enacted Texas Data Privacy and Security Act (TDPSA). This position will serve as a technologist advising Division attorneys and staff, as well as regularly interfacing with Division management and regulators. The OAG seeks qualified, motivated candidates able to work in a highly collaborative work environment and to assist with a range of privacy, technology and cybersecurity matters, including by assisting with investigations and litigation.

CPD works to protect Texas consumers and the legitimate business community by investigating fraud and deceptive advertising, filing civil lawsuits to enforce state and federal consumer protection laws, and educating Texans on how to spot and avoid possible scams. The Division has regional offices in Austin, San Antonio, Dallas, El Paso, and Houston.

ESSENTIAL POSITION FUNCTIONS

  • Plans, organizes, coordinates, and conducts analyses of data and information relevant to investigations of violations of Texas's privacy and consumer protection laws.
  • Obtains and analyzes information, data, and evidence from a variety of sources.
  • Designs, creates, and tests methods to investigate and evaluate compliance.
  • Maintains knowledge of new and existing technological trends, particularly as they relate to privacy and cyber issues.
  • Supports investigations of data breaches.
  • Examines large data sets using scripting languages and computational languages.
  • Searches discovery databases, reviews evidence documents, and identifies and codes relevant information.
  • Works closely with division personnel and outside experts; coordinates with other state and federal agencies and organizations involved in enforcement activities.
  • Assists in assessment and analysis of proposed regulations and legislation.
  • Organizes and maintains voluminous case files and ensures adherence to confidentiality requirements.
  • Prepares concise, comprehensive technical reports.
  • Formulates recommendations regarding potential investigative and enforcement strategies.
  • Provides testimony and support in litigation.
  • Provides technical guidance to less experienced staff.
  • Performs related work as assigned.
  • Maintains relevant knowledge necessary to perform essential job functions.
  • Attends work regularly in compliance with agreed-upon work schedule.
  • Ensures security and confidentiality of sensitive and/or protected information.
  • Complies with all agency policies and procedures, including those pertaining to ethics and integrity.




Qualifications:

MINIMUM QUALIFICATIONS

  • Data Analyst III:
  • Education: Graduation from high school or equivalent
  • Education: Bachelor's degree in a quantitative or science field or equivalent experience in computer science, quantitative analysis, or data science is required.
  • Experience: Two years of full-time work involving compilation of data, data extraction/query and analysis, using relational databases to analyze data sets, writing data-intensive reports, or closely related experience.
  • Knowledge of computer programming and data analysis.
  • Knowledge of investigative principles, techniques, and procedures.
  • Knowledge of research methods and their application to research analysis.
  • Skill in technical aspects of data security, app development, and networking.
  • Skill in managing large, complex, and dynamic caseloads.
  • Strong written and communication skills including the ability to communicate clearly with attorneys, staff, stakeholders, opposing parties, and members of the public.
  • Skill in interpreting complex rules and regulations.
  • Skill in learning new or changing computer systems and databases.
  • Skill in writing and producing concise, professional documents and reports
  • Skill in applying investigative techniques and procedures to assigned cases.
  • Skill in data analysis.
  • Skill in using a computer for word processing and data entry/retrieval.
  • Skill in using Microsoft Excel, Microsoft Word, and other applications in a Windows environment.
  • Skill in handling multiple tasks, prioritizing, working under pressure, and meeting deadlines.
  • Skill in effective oral and written communication.
  • Skill in exercising sound judgment and effective decision making.
  • Skill in establishing and maintaining effective working relationships with management and co-workers.

  • Ability to work more than 40 hours as needed and in compliance with the FLSA
  • Ability to lift and relocate 30 lbs.
  • Ability to travel (including overnight travel) up to 5%
  • Data Analyst IV: All of the above qualifications for a Data Analyst III, plus:
  • Experience: One additional year of full-time work involving compilation of data, data extraction/query and analysis, using relational databases to analyze data sets, writing data-intensive reports, or closely related experience


PREFERRED QUALIFICATIONS

  • Work experience in the following (or closely related) fields: information privacy and security, investigations and audits and privacy compliance.
