Why does the job exist?

This position will manage and direct the overall Information Technology (IT) program for the Office of the State Engineer/Interstate Stream Commission (OSE/ISC) in support of agency goals and objectives, including, budget, contracts, policy analysis, software and hardware licensing, preparation of the IT Plan, implementation and use of information systems technology and staffing. This position is responsible for all of the activities performed by the Information Technology Systems Bureau (ITSB) with support to multiple equipment, network platforms and IT areas to support all divisions and programs of the agency.

How does it get done?

1. This position will plan, develop, evaluate, coordinate and manage the information and technology systems for the agency, including establishing and implementing short and long-range departmental goals, objectives, policies, and operating procedures.
2. It will coordinate and control all projects related to selection, acquisition, development and installation of major IT systems for the Agency, including managing and preparation of the annual budget documents for all activity directly related to IT and Telecommunications.
3. It will be responsible for the management of all contracts for IT services; IT equipment procurement, operation and security; leadership and development of all IT staff; and the Annual Strategic IT plan.
4. It will use GIS to improve agency work products, processes and decisions. It will provide overall management and definition of all computer and communication activities within the enterprise including responsibility for providing a leadership role in the day-to-day operations of the IT functions.
It will also attend meetings with senior management to provide updates on projects and other IT issues relating to the support of department/division goals and objectives.

This position serves the Office of the State Engineer/Interstate Stream Commission staff members and the public.

Ideal Candidate

The ideal candidate will have the following experience:
1. Managing technical staff.
2. Negotiating and managing contracts, software and hardware licenses and hardware/software acquisition.
3. Working with IT policy analysis and development.
4. Managing IT infrastructure and application development projects including working with diverse user groups to establish business requirements.
5. Researching and analyzing new technologies to determine fit with organization business requirements.
6. Managing a diverse team of IT professionals charged with completing an IT project.
7. Completion of an annual IT Plan as required by the state of New Mexico Department of Information Technology.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and eight (8) years of experience in at least two of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the agency staff members and the public by phone, email and in person. The incumbent will work on a variety of computing and peripheral devices. There are extended periods of sitting. May also lift up to 20 pounds. Travel will be required to engage with staff in every agency office. May be stressful at times to meet deadlines.
