Job Description

Computer World Services Corp (CWS) is seeking an exceptional candidate to serve as the Operations Manager for the NIH/National Institute of Environmental Health Sciences (NIEHS), IT Infrastructure Program. NIEHS requires support for proactive and effective project management, efficient administration of the Data Center, successful operations and maintenance of servers, applications and networks, and prompt and efficient service desk support.

The Operations Manager will oversee and manage IT operations to ensure reliable and efficient IT infrastructure and services. This role involves supervising technical teams, developing operational objectives, and ensuring effective communication with government representatives. The Operations Manager will be responsible for a range of tasks including knowledge management, lifecycle management, configuration management, managing outages, software lifecycle management, hardware lifecycle management, desktop services, training room management, backup and recovery, security services, IT service continuity management, system availability, monitoring, and network services. This position requires a dedicated and experienced professional capable of managing complex IT operations and ensuring the continuity and reliability of IT services. The ideal candidate will possess strong leadership qualities, technical expertise, and the ability to communicate effectively with various stakeholders.

Key Tasks and Responsibilities

Supervision and Management
  • Supervise technical teams to maintain reliable IT infrastructure and services.
  • Establish and delegate operational objectives and assignments to managers and staff.
  • Analyze complex problems and develop strategic solutions.

Knowledge Management (KM) Portal
  • Develop and maintain a Knowledge Management Plan (KMP).
  • Update and maintain Standard Operating Procedures (SOPs) within the KM database.
  • Coordinate annual updates of SOPs across the enterprise.

Lifecycle Management
  • Develop and maintain a Lifecycle Management Plan.
  • Recommend and review Lifecycle Replacement (LCR) criteria.
  • Provide monthly hardware lifecycle management reports.

Configuration Management Services
  • Monitor and align with evolving IT industry best practices.
  • Provide Configuration Management support services to ensure system integrity and control over change.

Outages Management
  • Develop and publish schedules for planned outages.
  • Coordinate with end-users and ensure minimal disruption during outages.

Software Lifecycle Management
  • Manage software applications across various categories including NSITES III Tools, Standard Deployment, Custom Install, and Packaged for Optional Install.

Hosted Applications Operations and Maintenance Services
  • Ensure operational support for NIEHS hosted applications.
  • Coordinate with system administrators during upgrades and maintenance.

Hardware Lifecycle Management
  • Record and manage additions, moves, transfers, and removals of hardware.
  • Image, set up, and deploy/install Government-purchased desktop and laptop computers.

Desktop Services
  • Provide support for desktop applications, including those attached to laboratory equipment.
  • Administer updates and patches for operating systems and software.

Training Room Management
  • Maintain and manage training laptops and software requirements for training sessions.
  • Ensure functional and secure training environments.

Backup and Recovery
  • Administer, operate, and maintain backup and recovery services for servers, databases, and end-user devices.
  • Perform regular backups and restore data as needed.

Security Services
  • Manage information security operations in line with NIST 800-53 framework.
  • Prepare and maintain a System Security Plan (SSP).

IT Service Continuity Management (ITSCM)
  • Support IT service continuity planning and execution.
  • Participate in COOP exercises and provide assessments post-exercise.

System Availability and Monitoring
  • Monitor system availability and performance metrics.
  • Provide regular health reports and manage capacity and IP address usage.

Network Services
  • Operate and maintain NIEHS' critical network environment.
  • Manage network segment provisioning, IP address allocation, and network maintenance.

Job Requirements:

Education & General Experience
  • B.S. in Computer Science, Information Technology Management, or Engineering.
  • Alternatively, four years of related experience may substitute for the educational requirement.
  • Minimum of 7 years supervising technical teams in maintaining IT infrastructure.
  • Proven experience in establishing operational objectives and delegating assignments.
  • In-depth experience in analyzing complex problems and developing strategic solutions.

Skills
  • Proficiency in IT infrastructure management tools and software.
  • Strong leadership and project management skills.
  • Ability to work effectively under pressure and manage multiple priorities.
  • Strong communication skills, both oral and written, especially with government representatives.

Certifications
  • Relevant IT certifications (e.g., ITIL, PMP, CISSP) are preferred.

Security Clearance
  • Public Trust Moderate (Tier 2)

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)
  • May require local travel to customer sites.
  • This position may require working outside of regular business hours, including nights, weekends, and holidays to support after-hour emergencies or surge support.
  • May require sitting/standing for extended periods and performing tasks involving bending, stooping, and reaching.
  • Potential continental US travel to other customer locations, if required.
