Position Summary
This position would be expected to coordinate one of two program areas that have Citywide policy and public safety implications with a high degree of emergency response responsibilities: 1) alert and warning or 2) public safety planning for large-scale special events.

This position may in future be part of additional programs, such as continuous situational awareness services, field response services, Liaison Officer functions, etc. Duties may evolve with the bureau's needs.

During emergency response, this position could fill several Emergency Coordination Center (ECC) roles including Section Chief or subordinate roles therein (e.g. Ground Support Unit, Supply Unit, etc.), and may act as an ECC Manager. In addition, this position would be part of the PBEM Duty Officer rotation.

As an Operations Specialist, you will:

  • Provide program management: Manage a variety of programs, including contract and vendor management, addressing emergency response areas of either alert and warning or special event planning. Set project goals and objectives, identify and enlist support of project stakeholders, define scope of work and work plan, manage project risks, create/evaluate Request for Proposals (RFPs), and commit bureau funds and staff to implement these projects. Examples include: Ongoing implementation and improvement of City's Integrated Public Alert & Warning System (IPAWS). Ensure compliance with budget office, procurement and other City regulations.
  • Create or update operational guidelines (OGs): Sketch project scope, identify objectives, gather stakeholders, research best practices, interview subject matter experts, analyze after action reports, formulate a project plan, schedule, facilitate and guide meetings, record results, arrange materials, write and edit drafts, solicit input, determine a process or procedure that will best meet stated goals, promote recommended solutions, foster and maintain relationships, and establish all necessary processes and procedures to support recommended solutions.
  • Perform Data/Reporting/Research: Develop program metrics, ensure data is tracked, and provide transparency via reports and dashboards. Collaborate with data analysts to determine best metrics and ways to share data. Ensure data process integrates equity best practices. Research best practices nationally for assigned program areas.
  • Facilitate Training/Exercise: Provide training and exercise opportunities for PBEM Duty Officers and City staff to gain skills in emergency management areas such as alert and warning and working in an emergency operations center during special events. Design, facilitate and evaluate trainings that achieve learning objectives, apply adult learning principles, and meet key performance measures. Create an integrated training and exercise plan, identify objectives, serve on exercise project teams, facilitate or conduct trainings, participate in exercises. Serve as a mentor and leader for ECC responders.
  • Act as a Duty Officer: Act as on-call Duty Officer/Backup Duty Officer (DO/BUDO) on a rotating basis (during business hours and nights and weekends during on-call period). Monitor emergency situations, maintain communication with government officials and activate the ECC as necessary. Document all actions in information sharing systems including a daily summary/roll-up of operations and situation status. Respond to phone calls and text messages within 5 minutes (24-hours a day during on-call period). Activate web-based Community Emergency Notification System that sends emergency alerts to the public via phone, text message, and email. Participate in training drills and exercises. Carry emergency communications equipment to perform the functions listed above including 800 MHz handheld radio, wireless phone, laptop, iPad, wireless hotspot device and satellite phone.
  • Participate in Local and Regional Emergency Management: Participate as a representative and subject matter expert, contribute to projects, seek grant funds for, and take on leadership (chair) duties for a number of collaborative groups.

About the Operations SectionThe Portland Bureau of Emergency Management (PBEM) Operations Section is responsible for maintaining the operational readiness of the City's Emergency Coordination Center (ECC) and personnel. This also includes managing the Duty Officer program; supporting the PBEM Director; delivering training and exercises to city employees through the ECC Responder Program, coordinating emergency communications including Alerts, Warnings and Notifications (AWNs), radio, satellite and Internet connectivity, supporting crisis information management and situational awareness through a wide variety of operational and information systems, and overseeing Bureau daily operations, including telephony, IT, facilities, vehicle maintenance, and storage/warehousing.

To Qualify
The following minimum qualifications are required for this position:

  1. Experience with principles and practices of business communication and program administration.
  2. Ability to learn City rules, policies and procedures related to area of assignment.
  3. Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines.
  4. Ability to analyze, explain, and apply relevant laws, ordinances, policies, and procedures.
  5. Ability to establish and maintain effective working relationships with Bureau/Office managers and staff, representatives of other governmental agencies, the public, and others encountered in the course of work.

Although not required, you may have one or more of the following:
Experience:
  • 3 - 5 years of professional experience managing projects and working as part of a multidisciplinary team.
  • 3 - 5 years of professional or volunteer experience working on emergency management, community resilience, public health, public safety and related projects and working as part of a multidisciplinary team.
