Summary

The International Trade Administration is seeking bright, innovative, results-oriented individuals to join our Pathways Internship Program (IP). Interns may work full-time while on academic breaks or part-time (up to 20 hours per week) while attending school.

Duties

As a Pathways - Student Trainee (International Trade & Business), you will perform the following duties:
  • Assemble basic trade and/or business & industry data and information.
  • Organize trade and business & industry data effectively.
  • Report on basic trade and business & industry information accurately.
  • Gather relevant trade and business data for analysis
  • Understand and interpret basic trade and business information.
  • Utilize strong communication skills to convey data and findings clearly.

This Job Opportunity Announcement may be used to fill other Pathways - Student Trainee (International Trade & Business) GS-1199-3/5/7 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

  • This is a Temporary Excepted service appointment that may at the agency's discretion, be extended. Students who successfully complete the Internship program may be eligible for conversion to a International Trade Specialist or Business & Industry Specialist term or permanent position, in the competitive service with a full performance level up to the GS-13 level.


Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. To qualify, the candidate must meet the following requirements:

  • Must be at least 16 years of age at the time of appointment.
  • Must be enrolled or accepted for enrollment as a student on at least a half-time schedule at a qualifying educational institution in a certificate, degree, or diploma program the duration of appointment. Qualifying Educational Institutions are any of the following: 1) A public high school whose curriculum has been approved by a State or local governing body; 2) A private school that provides secondary education as determined under State law; 3) A home school that is allowed to operate in a State; 4) Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the Secretary of the U.S. Department of Education: A technical or vocational school; a 2-year or 4-year college or university; a graduate or professional school (e.g. law school, medical school); or a post-secondary home school curriculum. Must meet the above definition of a student throughout the duration of the internship. (Applicants who have graduated and are not enrolled or accepted as a student in an undergraduate, graduate or post-graduate program during the internship is not eligible for this position.)
  • If selected, must sign Student Pathways Program Agreement and provide official transcript at the time of appointment and at the end of each academic term to ensure eligibility. Your college transcript is used to verify successful completion of degree, or college course work. Official transcripts will be required before you can report to duty.
  • Must be in good academic standing (maintain a cumulative grade point average (GPA) of at least 2.0 on a 4-point scale) throughout the internship.
  • Must meet the below minimum qualification requirements for each grade you are requesting consideration for.

To qualify at the GS-03 grade level: Completion of 1 full academic year of post-high school study.

To qualify at the GS-05 grade level: Completion of 4 academic years of post-high study school leading to a bachelor's degree or equivalent degree.

To qualify at the GS-07 grade level you must have ONE of the following: Completion of 1 full academic year of graduate level education; OR Eligibility under the Superior Academic Achievement provision with completion of a bachelor's degree. AND one of the following provisions of superior academic achievement: (1) class standing, (2) grade-point average, or (3) honor society membership.

  • Class Standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision.
  • Grade-point average: Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  • Election to membership in a national scholastic honor society, other than freshman honor societies. Honor societies that have been approved are listed in the American College of Honor Societies.

Business & Industry Specialist - 1101

GS-5: 4-year course of study leading to a bachelor's degree

GS-7 and above: 1 full year of graduate level education or superior academic achievement or Graduate Education (or higher): Education at the graduate level in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.

Additional information

Interns may be converted to a permanent (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program. Program requirements for conversion include:

  • Complete at least 640 hours of work experience acquired through the Internship Program.
  • Complete their degree or certificate requirements.
  • Meet the qualification standards for the position to which the Intern will be converted.
  • Meet agency-specific requirements as specified in the Participant's Agreement.
  • Perform their job successfully.


This appointment may continue until the selectee earns 640 work education hours AND education program requirements have been completed, at which time the individual may, at the agency's discretion, be non-competitively converted to a term or permanent appointment. Pathways intern are not conferred any rights nor guarantee for conversion at the end of the appointment.
