Roles and Responsibilities
• Interpret and coordinate the implementation of Union Contracts terms, including but not limited to changes in wage rate, allowances, accruals and work rules.
• Coordinate, across all payroll areas, the issuance of retro payments in accordance with the terms of union contract settlements.Discuss the retro calculation and methodology with Payroll management, Labor Relations executives, and union representatives to ensure conformance to terms.
• Maintain schedule of and coordinate timely issuance of various contractual special payments.
• Collaborate and partner with department managers and directors in developing periodic management reports and its timely preparation and distribution.
• Perform lead role in the implementation of technical projects such as Orbit and HCM implementation.
• Back-fill payroll processing functions of departments Associate Managers as requested by department Director(s).
• Perform data-manipulation for large data-sets and translate into usable information for varied payroll processing functions and reporting activities.
• Coordinate with Payroll vendor all department-wide processing and functional issues, and implementation of requested enhancements.
• Participate in special technical and payroll business assignments for all Payroll areas, including Operations, Deductions, Taxes and Accounting, at the direction of department Directors and Senior Director.
• Coordinate and consolidate the completion of all incoming requests for information from OPRA, DAG, internal/external sources, and senior management.
• Coordinate with IT all department-wide requests for hardware/software implementation, testing and technical issues. Provide technical training to department users for assigned tasks.

Education, Experience and Qualifications
• Bachelors degree in finance, Accounting, Business Administration, or related area.Post-graduate degree desired.
• Must have a minimum of three-year experience in Data Analysis, and preparation of complex business reports. One year of experience may be substituted post-graduate degree in accounting or related business fields.

Knowledge and Skills
• Knowledge of in-house end-to-end payroll processing, ePersonality HRMS system and Discoverer reporting tools strongly preferred.Must have advance PC skills including Excel, Word, PowerPoint.
• Ability to use MS Access preferred.
• Candidate must demonstrate strong technical proficiency.
• Must demonstrate strong verbal and written communication skills and ability to interface with all levels of management
