Reporting to the Payroll Director, you will work collaboratively within our dedicated Payroll department to administer, maintain, reconcile, and ensure compliance with all payroll taxes (both employee and employer), wage garnishments, and regulatory reporting (BLS). DUTIES AND RESPONSIBILITIES:

  • Serve as subject matter expert on all systems that drive financial transactions as it relates to payroll tax, payroll tax compliance and involuntary deductions.
  • Responsible for all payroll tax and garnishment activities, including compliance with local, state and federal regulations and filing local, state and federal payroll tax returns.
  • Continuously look for and participate in process improvement initiatives in operational procedures, including design and implementation of those initiatives.
  • Establish and maintain positive working relationship with Payroll team members, third-party agencies and all internal company clients (ie; Employees, Dept Heads, etc).
  • Participate in Year-End W2 and 1042 form reporting.
  • Responsible for International employee payroll tax research, communication, set up and maintenance. Coordinate with and advise Human Resources Ops.
  • Prepares various accounting papers, reports and summaries. Reconciles and validates data.
  • Coordinate with third-party vendor in the administration and maintenance of payroll involuntary deductions and payroll tax jurisdictions. Completes and ensures timely submission of tax applications and updates from applied for status.
  • Proactively communicate any reconciling or balance issues, develop or advise resolution plan.
  • Assist in consolidation, reporting and reconciling activities related to audits, special assignments and periodic payroll processing. Prepare balance adjustments when needed.
  • Participate in monthly, quarterly and annual close tasks. Prepare monthly payroll journal entries and quarterly and annual reports for special, state payroll tax filing and state Disability vendors.
  • Liaison with Legal, Accounting, and Human Resources departments related to payroll tax reporting, reconciling and garnishment matters.
  • Respond to employee and regulatory agency inquiries pertaining to researching laws and regulations for payroll taxes, involuntary deductions and withholding procedures thereof.
  • Remain current on local, state and federal laws, legislation and regulatory ruling impacting payroll tax, garnishments and reporting. Enforce adherence and advise management on required actions.
  • Research and advise payroll staff concerning the accounting treatment of complex transactions related to the maintenance, adjustment and compliance of payroll taxes and garnishments.
  • Participate in providing special reports for senior management and audit requests when needed.
  • Prepare and update monthly and quarterly Bureau of Labor Statistics (BLS) reports for states.
  • May perform periodic internal audits of various payroll areas and prepare materials for external or internal auditors.
  • Assist leadership in the development of payroll procedures and process documentation.
  • Participate in system updates and configuration testing and validation pertaining to tax management and other payroll components.


Requirements

Knowledge/ Education

Bachelor’s Degree in Accounting or Business or equivalent experience and education may be substituted for the bachelor’s degree.

Strong knowledge of multi-state payroll, payroll tax regulations and garnishment processing required.

Accounting or Bookkeeping experience preferred.

Understanding of six sigma process improvement and documents; and internal/external audit requirements preferred.

Licenses/ Certifications

CPP or FPC preferred.

Experience

Three years of related experience with multi-state payroll tax and garnishment compliance, filing and reporting.

Experience working with Oracle Payroll and UKG Dimensions software preferred.

Experience working with an external 3rd party tax management service (ADP, Master Tax) strongly preferred.

Skills/ Abilities

Must possess the skills and abilities to successfully perform all assigned duties and responsibilities.

Must be able to maintain strict confidentiality.

Proficient computer skills with current MS Office Suite technology (Excel, Word, PowerPoint, Access), including intermediate to advanced level spreadsheet application ability.

Ability to work effectively with all levels of staff and management and provide consistently high levels of customer service.

An inquisitive, critical thinker with the ability to compose reports, business correspondence and procedure manuals.

Ability to translate technical tax and regulatory language to end users in clear and respectful manner.

Demonstrate initiative in establishing work routine without immediate and constant supervision.

Overtime required during critical deadline times.
