General Description

Performs a variety of complex, manual and systematic, computations as it relates to proper calculation of wages, overtime, leave, and voluntary and involuntary deductions. Researches, resolves and communicates payroll issues accurately and efficiently. Ensures compliance with all applicable laws, regulations, and school board policies.

Essential Job Functions

Essential Job Functions:
  • Reviews and adjusts employment data forms of new hires and contract amendments ensuring correctness of employee's pay and leave. Reviews new hire data forms for substitutes moving to contract status ensuring correctness of pay as it relates to contract begin dates and makes adjustments to pay if necessary. Adjusts substitutes to long-term rate as required.
  • Trains and support timekeepers within the school division, on time and attendance system.
  • Monitors time and attendance reporting for assigned departments to ensure the correct rate of pay, use of earnings types and budget codes. Reviews overtime data entry and calculation for each pay period to ensure school board policy and audit compliance with FLSA. Requests attendance correction memo if time and attendance is not entered on time or entered incorrectly.
  • Researches pay transactions created on time and attendance system each pay period and ensure that leave is reported accurately. Ensures that approved leave benefits (FMLA, Extended Sick Leave, Sick Bank, etc.) are reported as approved by the Benefits and Compensation Office in accordance with School Board policy. Makes corrections to payroll transactions as needed. Prepares individual employee calendar and pay calculations in Excel to ensure accurate payment.
  • Researches inquiries regarding leave balance discrepancies and makes corrections as needed. Corrections include determining correct leave balances, preparing a leave correction form to adjust all applicable element numbers and calculation of additional or reduction in pay for the employee.
  • Prepares data for all corrections in batch format and forwards for entry into the Payroll System. Receives a reconciliation statement to verify batch data was entered correctly.
  • Serves as liaison for the Finance Office and the Time and Attendance System; assists users with questions regarding all aspects of the Time and Attendance System and School Board leave policies. Provides quality customer service by assisting employees and administrators with inquiries regarding attendance records and leave balances, questions regarding substitute pay, to include Time and Attendance cutoff dates, pay rate, long-term substitute assignments and pay adjustments or corrections.
  • Receives non-contractual data in batch format and enters in the Payroll System for the semimonthly payroll processing.
  • Processes and reconciles various payroll related deductions.

Qualifications

Critical thinking skills are required in order to be successful in this role. Sufficient working knowledge of payroll laws and procedures. Basic knowledge of accounting concepts . Functional skills in the use of spreadsheets (Excel, Google) for organizing and analyzing data. Demonstrated ability to organize and analyze data through the use of Excel and or Google. Expertise in formulating accurate mathematical calculations and reconciliation of reports. Garnishment processing experience is a plus. Ability to work independently with accuracy, attention to detail, meet strict deadlines and communicate effectively with all levels of personnel.

Requirements

Minimum 1 year of documented payroll processing experience. Considerable knowledge of state and federal regulations related to payroll, tax and accounting. Successful experience in payroll/accounting environment Associate's degree and FPC (Fundamental Payroll Certification) preferred.
