Job Description

SCOPE OF POSITION
PEERhelp operates a second chance employment reentry and alternative sentencing program across the Ballad Health service area. From this focus population, individuals will be assigned to the PEERhelp Recovery Community Navigators according to geographical location who will provide hands-on assistance to identify and meet the health-related social needs necessary for a successful reentry and the second chance employment process.
The PEERhelp Recovery Community Navigator Lead will provide supervision to the Recovery Community Navigators operating in their assigned geographic service area of oversight. The PEERhelp Recovery Community Navigator Lead will also maintain their own respective participant caseload.
The Recovery Community Navigator Lead will ensure consistency in program implementation across the region and be a resource for questions or problem solving as needed. This position will work together with the Recovery Program Manager, Recovery Community Navigators, Data Analyst, Grants Department, and other Ballad Health leadership. This is a grant-funded position for 36 months with the potential for continued funding.
The Lead Navigator must be familiar with the Northeast Tennessee and/or Southwest Virginia geographical area as the Navigators they supervise will be serving the Ballad Health service area which covers 21 counties located across both states.
The Lead Navigator will work with the group of Navigators across the region of Northeast Tennessee and/or Southwest Virginia to ensure consistency in model implementation, training, assist with questions, and serve as a liaison to the Program Manager and the rest of the consortium partners. The Lead Navigator will provide direct oversight of all Navigation staff to maintain consistency in training and implementation of services; and consistency in following processes for the personal interview, development of the action plan, follow up, documentation, and data collection for evaluation. The Lead Navigator will assist Navigators with use of a consistent spreadsheet to track navigation service success. This individual will assist in maintaining fidelity and consistency across the program to ensure the validity of PEERhelp data/outcomes. The Lead Navigator will assist Navigators on questions arising from development and implementation of action plans for eligible participants. The Lead Navigator will ensure all interactions with program participants are being properly documented in the electronic system by Navigators. This individual will ensure Navigators are following up with participants as required by the diverse streams of grantors that fund the PEERhelp program. Additionally, the Lead Navigator shall assist community organizations in facilitating the development of recovery groups and recovery meetings in the community, particularly in communities that are lacking meetings on times and day.
The Recovery Lead Navigator will work in concert the Program Manager and all relative community partners. The Lead Navigator can serve as a "floating" navigator and fill in for vacations or extended periods of time off (i.e. maternity leave, surgery, etc.). Lead Navigator shall have functional knowledge in prevalent health conditions, mental health disorders, substance use disorders, interviewing techniques, care planning, cultural competency, self-advocacy, self-direction, parent/family engagement, and community-specific resources. The Recovery Navigator Lead shall assist with participation in fulfilling Core Activities of the diverse stream of funding grantors that currently funds the operations of the PEERhelp program. The Coordinator will help raise awareness and educate the public to eliminate stigma associated with OUD. This individual shall serve the peer community by aiding in increasing the number of Certified Peer Recovery Specialists (CPRS) across the target service area. The Lead Navigator will develop relationships with potential employers, including the consortium partners, to ensure job openings are made available to retain newly trained CPRS in the target region. The Lead Navigator will work with inpatient care facilities, Dept. of Corrections, and local jails to offer CPRS classes to expand peer community and help in the continuation of recovery upon release. This individual will leverage existing relationships with nonresidential faith-based and secular programs to increase the number of recovery community organizations available in the target area. The Lead Navigator shall serve as the lead resource for the centralized navigation services provided to individuals and families including case management and Social Determinants of Health assistance. The Lead Navigator will oversee the data collection process in conjunction with the growing number of Recovery Community Navigators in Tennessee and Virginia and the Data & Research Analyst. The Lead Navigator will assist with monthly consortium meetings, assists with creating meeting agendas, serves as a resource for Consortia to discuss problems/issues and work toward resolution. The Coordinator shall verify that the grant Work Plan is being followed and goals and objectives are being addressed. The Lead Navigator shall be responsible for additional duties as assigned.

EDUCATION AND EXPERIENCE
Bachelor's degree in health or social work field preferred, or Associate's degree with four years of related experience. In lieu of degree, individual must have experience working with individuals who have mental illnesses and/or substance use disorder. Individuals must also meet the qualifications for certification as a Certified Peer Recovery Specialist. Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers. Excellent computer proficiency and understanding of Microsoft Office Suite. Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service. Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices. Knowledge of community and social services organizations preferred. Demonstrates sensitivity/understanding of the Appalachian culture of patients and caregivers, including low-income patients or those with substance abuse issues. Valid and active driver's licensure
At least one year of supervisory/management experience preferred. Good understanding of medical and clinical terminology required. Data entry and data management skills preferred. Research experience preferred. Care coordination/patient navigation experience preferred. Motivational interviewing experience preferred. Knowledge of community and social services organizations in Northeast Tennessee and Southwest Virginia, and specifically in the catchment area assigned, preferred. Required to maintain a valid driver's license and adhere to agency driver safety policies.
