The Department of Permitting Services ' (DPS) primary mission is to ensure the health, safety, sustainability, and economic vitality of residents, businesses, communities, and the built environment in Montgomery County. This goal is accomplished by accurate, consistent, and timely review and issuance of submitted documents, issuance of permits and outreach. DPS conducts prompt and thorough inspections for residential, commercial, land development, zoning and code compliance and responds to service requests and emergencies.

The Permitting and Code Compliance Inspector III position will be responsible for independently performing inspections of land development and building construction activities related to sediment control and stormwater management or public right-of-way requirements. A candidate may have experience in either Sediment Control or Public Right-of-Way.

Inspections for this position include:

Sediment Control/Stormwater Management

Construction of sediment control measures, grading, drainage, and stormwater management facilities in accordance with the approved plan and applicable laws, codes, and regulations. Construction activities within and protection of floodplains, wetlands, tree canopy, and tree preservation.

Public Right-of-Way

Construction of roadways, storm drainage structures and systems, driveway construction, streetscape, roadside tree, traffic control, utility work and general restoration within the public right-of-way to ensure compliance with the approved plan, County regulations, standards, and permit requirements pertaining to the public right-of way.

The duties of the position will involve:
  • interpreting County approved plans and specifications and approving alternative construction systems or methods in situations when specified or conventional approaches to do not apply; and, determining whether construction is proceeding per the approved plans to ensure compliance.
  • enforcing State, County, and Federal laws, codes and regulation relating sediment control and stormwater management or public right-of-way, to include but limited to grading, excavation, drainage, and roadway safety.
  • providing technical guidance; explaining and defending technical and procedural requirements to clients, developers, engineers, architects, contractors, the public, and other agencies through meetings and discussions conducted in the office or the field.
  • issuing orders and summonses; gathering evidence, preparing cases for court consideration, and testifying in court.

In addition, required:
  • knowledge of construction materials (aggregates, asphalt, concrete and soils) and an understanding of horizontal engineering and inspection techniques.
  • knowledge of basic computer applications and software relevant to inspections and assessments, including word processing, spreadsheets, and data management.

Permitting & Code Compliance Inspector I , Grade 19 Salary: $58,578 - $92,646

There is a non-competitive promotional opportunity to a Permitting and Code Compliance Inspector III, Grade 23.

This position REQUIRES the possession of a valid driver's license from applicant's state of residence and the ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.

Most of the work involved with this position is performed in a field setting with exposure to the physical demands and hazards associated with construction and other outdoor sites. Performance of the work involves walking over rough, uneven, and occasionally wet surfaces.

Minimum Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in an appropriate engineering, technical, or professional field such as Civil Engineering, Soil Science, Environmental Science or Construction Management and three (3) years of experience in drainage design and control, roadway construction management, sediment control and/or stormwater management of which one year must have been in a code compliance/enforcement capacity. At least one (1) year of experience should be in a code compliance/enforcement capacity.

Or

graduation from high school or High School Certificate of completion recognized in the State of Maryland and seven (7) years of experience in drainage design and control, and roadway construction management of which one year must have been in a code compliance/enforcement capacity. At least one (1) year of experience should be in a code compliance/enforcement capacity.

Equivalency: An equivalent combination of education and experience may be substituted.

Certifications: The Department of Permitting Services maintains a listing of current Department-required certifications for employees classified at the Permitting and Code Compliance Inspector III level.
  • NICET Engineering Technician in Erosion and Sediment Control Program Level I, or
  • CESSWI Certified Erosion, Sediment and Storm Water Inspector, or
  • Licensure as a Professional Engineer (PE) in Maryland, or
  • Maryland SHA Technician Certification as:
    • Concrete Field Technician American Concrete Institute (ACI)
    • Soils and Aggregate Compaction Technician Mid-Atlantic Region
    • Technician Certification Program (MARTCP)
    • Hot Mix Asphalt Materials Tester/Field Technician (MARTCP)

If under-filled at Permitting & Code Compliance Inspector II , Grade 21:

Education: Completion of high school or possession of a High School Certification of Completion recognized by the State of Maryland. A bachelor's degree in an appropriate field as shown above is preferred for all positions. For applicants possessing an appropriate degree, the experience requirement may be reduced to two years instead of five.

Experience: Five (5) years experience in a technical/professional field appropriate to drainage design and control, roadway construction management, sediment control and/or stormwater management. At least one (1) year of experience should be in a code compliance/enforcement capacity.

Equivalency: An equivalent combination of education and experience may be substituted.

If under-filled at the Permitting & Code Compliance Inspector I , Grade 19:

Education: Completion of high school or possession of a High School Certification of Completion recognized by the State of Maryland. A bachelor's degree in an appropriate field as shown above is preferred for all positions. For applicants possessing a degree in an appropriate area, the experience requirement may be reduced to one (1) year instead of three (3) years.

Experience: Three (3) years experience in a technical/professional field appropriate to drainage design and control, roadway construction management, sediment control and/or stormwater management.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria

There are no preferred criteria assessments. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  1. Experience with and knowledge of construction materials, methods, systems and/or practices used in sediment control measures, road, sidewalk, and storm drainage and stormwater management construction and maintenance.
  2. At least one year of experience enforcing applicable codes, ordinances, and regulations pertinent to sediment control and stormwater management or right-of-way construction activities.
  3. Experience reading and interpreting plans, specifications, and blueprints.
  4. Experience communicating technical guidance as well as establishing and maintaining effective working relationships with staff, permittees, community representatives of other jurisdictions.
  5. Experience conducting field investigations/inspections.
