The Personnel Specialist is responsible for processing health benefit enrollment documents for multiple California Highway Patrol Area offices; maintaining documents processed by control agencies to verify completion; acting as a resource to the Area benefits assistants to aid them in the proper preparation and processing of health benefit documents; interpreting and instructing Area benefits assistants in the proper use of the manuals governing health benefits; and providing verbal and written instructions to ensure that all completed documents are compliant with federal and state mandates.

Provide information to employees regarding health, dental, vision, consolidated benefits, Flexelect, life insurance, long-term disability, and group legal benefits. Verify eligibility and timely process employee benefit documents to enroll or continue coverage using the MyCalPERS system, the State Controller's Office system, and forward documents to appropriate control agencies. Utilize resources such as the Benefit Administration Manual, the Department of Human Resources and the California Public Employees Retirement System as needed to ensure compliance with applicable state and/or federal laws, rules, regulations, policies, and guidance. Notify newly appointed and separating employees of Consolidated Omnibus Budget Reconciliation Act information and benefits; retain all benefit documents; and process benefit appeals as determined appropriate.

    Benefits Personnel Specialists receive an annual $2,400.00 recruitment and retention pay differential after 12 consecutive qualifying pay periods.
