At the entry level and under close supervision of the Personnel Officer (SSM I), the Personnel Specialist is responsible for performing the full range of personnel functions related to payroll, time and attendance reporting, appointments, and separations. The incumbent independently processes various complex and sensitive personnel transactions accurately and in compliance with applicable bargaining unit contracts, departmental policies and procedures, and California Department of Human Resources (CalHR), California Public Employees' Retirement System (CalPERS), State Personnel Board (SPB), and State Controller's Office (SCO) laws and rules while meeting deadlines, management expectations, and providing courteous and timely customer service.

Working Conditions

Persons appointed to this position must be reasonably expected to lift, carry, push, pull, or otherwise move object up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects with or without a reasonable accommodation. Involves sitting most of the time but may involve walking or standing for brief periods of time.

Department Information
The Governor's Office of Land Use and Climate Innovation (GO-LUCI) serves the Governor and his Cabinet as staff for long-range planning and research and constitutes the comprehensive state planning agency. GO-LUCI assists the Governor and the Administration in planning, research, policy development, and legislative analysis. GO-LUCI formulates long- range state goals and policies to address land use, climate change, population growth and distribution, urban expansion, infrastructure development, groundwater sustainability and drought response, and resource protection. GO-LUCI's budget programs include State Planning and Policy Development, Strategic Growth Council, and Racial Equity Commission. In addition to the regular salary, this classification is eligible for an annual recruitment and retention bonus as follows:
  • $2,400 after 12 or more qualifying months
  • $3,000 after 24 or more qualifying months
  • $3,600 after 36 or more qualifying months
  • $4,800 after 48 or more qualifying months

Special Requirements
  • Requires daily use of a personal computer and related software applications at a workstation.
  • Requires ability to complete tasks that require reaching, bending, grasping, and making repetitive hand movements in the performance of daily duties.
  • Requires prolonged sitting and or standing at a workstation for 6.5 to 7 hours per day.
  • Requires dependability and excellent attendance records.
  • The PS will report to the Personnel Officer (SSM I) but may take direction from the Chief of Human Resources (CEA).
