GENERAL DESCRIPTION:

Pharmacy technicians at this grade level are national certified by PTCB or NHA and can work autonomously, using independent judgement to perform a full range of duties and can mentor and train lower grade technicians in the practice setting. The pharmacy technician will assist the pharmacist in providing optimal care and timely service in accordance with the mission, vision, and goals of the Tuscaloosa VA Medical Center.

The incumbent is expected to accomplish all duties related to stocking, delivering, inventory, inspections, assembling ward orders, prescription assembly, controlled substances distribution, sterile compounding (including hazardous drugs), unit-dose drug packaging, dispensing, distribution, and any other function related to pharmaceutical practices. The incumbent performs all duties under the supervision and is expected to acquire and maintain a high degree of accurate productivity and performance.

FUNCTIONS:

Distributive Pharmacy Services

General Activities

  1. Accurately interprets, fills, and prepares prescriptions with appropriate medications and or medical supplies for pharmacist verification.
  2. Ensures drugs and supplies are appropriately stored and secured according to USP and VA guidelines, including the storage of high-risk, look a-like sound a-like, hazardous, controlled substances, corrosive chemical, flammable liquids, and refrigerated items.
  3. Receives, checks, rotates, and places in stock all items received from pharmacy procurement section and identifies and reconciles any discrepancies to assure correct items have been received.
  4. Utilizes automation dispensing equipment available to the pharmacy staff following all safety and QA procedures. Reports automation malfunctions timely the supervisor as appropriate
  5. Records expiration dates in the automatic prescription dispensing system upon receipt.
  6. Compounds and/or reconstitutes oral or external medications (non-sterile). This includes calculating and converting to proper weights and measures the amount of drug or solution to be used for final pharmacist verification.
    1. Manufactures products requiring compounding, whether made in large batches for more than one patient or in small batches to fill a single prescription or drug order.
    2. Correctly interprets physician orders, selects, and measures appropriate ingredients, mixes ingredients in a safe and effective manner, inspects the final product for accuracy, labels the product, maintains records of the manufacturing process, and attains a final check by a pharmacist.
    3. Uses standard protocols to determine an accurate expiration date for each batch prepared.
    4. Proficiently operates equipment including but not limited to balances and mixing machines in the routing of manufacturing pharmaceutical products.


Inpatient Activities

  1. Accurately fills controlled and non-controlled medications for wards using Automatic Replenishment reports.
  2. Inspects packaged items for accuracy and suitability before submitting for final check, prior to distribution to hospital areas.
  3. Operates and maintains automated dispensing unit dose systems.
  4. Assures that inventory counts are correct at the time of restocking and reports unresolvable controlled substance discrepancies to immediate area supervisor for resolution. Assists in investigating, witnessing, and resolving discrepancies.
  5. Ensures that proper handoff occurs when receiving or delivering controlled substances, assuring that these medications are secure at all times.
  6. Assures repackaged dosage forms are labeled according to USP and VA standards and attains a final review by a pharmacist.

Outpatient Activities

  1. Ensures the timely completion of all prescriptions.
  2. Assembles prescriptions for controlled and non-controlled substances properly including with the correct drug, strength, quantity, auxiliary labels, and prescription labels for window dispensing and mail delivery.
  3. Ensures that the correct medication is filled by using bar code scanning on stock bottles.
  4. Supports automation by manually completing prescriptions not processed through the automation dispensing machine.
  5. Verifies the patient's identification following the Medical Center's policies (i.e., two patient identifiers)
  6. Verifies that the patient receives the correct prescriptions by using VA software (i.e., VISTA and barcode scanning)

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education or Experience: None Required.
  • English Language Proficiency: Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
  • Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
    • Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT).

      OR
    • National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT)
  • Loss of Credential. An employee in this occupation who fails to obtain licensure/certification/ registration within the required time frame, or who fails to maintain the required licensure/certification/ registration must be removed from the occupation, which may also result in termination of employment.
    • For occupations which require an active credential (licensure/certification/registration) at all grade levels, at the discretion of the appointing official, an employee may be reassigned to another occupation for which he/she qualifies if a placement opportunity exists. Grade Determinations:

Pharmacy Technician GS-7

Experience: Candidates must possess one year of experience at or equivalent to the next lower grade level (GS-6), which includes, but know limited to: Knowledge of Federal and state laws related to pharmacy practice; Knowledge of preparation, storage and distribution of medication products including those requiring special handling and documentation; Ability to use pharmacy information systems or operate pharmacy dispensing equipment; Knowledge of basic inventory procedures; and Ability to communicate with patients and staff and direct questions to appropriate personnel.

AND

Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:

  • Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work.
  • Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent.
  • Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers.
  • Ability to train developmental pharmacy technicians and students.
  • Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution.
  • Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases.
