The City of Oxnard's Wastewater Department is seeking a Plant Maintenance Specialist to work with team members within the Maintenance group as well as with Operations and Collections staff. Under direction of the Wastewater Maintenance Supervisor the Plant Maintenance Specialist is responsible for preforming skilled maintenance related to the instillation, maintenance, repair and construction of wastewater treatment plant and pumping lift stations.

WHAT YOU'LL DO:
  • Performs scheduled preventative maintenance and troubleshooting activities such as lubricating, adjusting, and replacing pumps, gear drives, generators, low pressure blowers, compressors, air control systems, gas boosters, caustic injection systems, manual and electric valves, digester units, gas and diesel engines, lab equipment, chlorination and de-chlorination piping and equipment, ferrous chloride injection systems and other equipment.
  • Designs and fabricates equipment modifications to increase performance and/or decrease equipment failure; designs and fabricates supports, pump bases, railings, gratings, covers, guards; performs concrete construction and project design.
  • Performs preventive maintenance and repair on trucks and other moving stock, buildings, safety equipment such as SCBA
  • Inspects equipment and specifications to determine maintenance needs and schedules
  • Prepares time and equipment reports and records of work performed; locates and purchases parts and materials needed for repair and maintenance activities
  • Evaluates equipment failures and determines corrective courses of action; performs emergency repairs in stressful situations.
  • May assist higher-level staff in determining capital improvement program needs as they relate to equipment and maintenance activities.
  • Performs MIG, TIG, and ARC welding.
  • Responds to questions and concerns from the general public when needed; provides information as is appropriate and resolves complaints.
  • Demonstrates a full understanding of applicable policies, procedures and work methods associated with working in confined spaces, handling biohazards, and working with caustic and hazardous chemicals.
  • Performs housekeeping of plant facilities; provides cost estimates of projects; orders parts and stocks inventory and materials.

SUPERVISION EXERCISED/SUPERVISION RECEIVED:

Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.

DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Plant Maintenance Specialist, Senior in that it performs semi-skilled and skilled maintenance and repair work.

WORK SCHEDULE:

The Wastewater Maintenance work week is Monday through Thursday 6:00 am to 4:30 pm. Depending on the work assignment staff may be assigned to shifts that are outside the standard City work hours. In addition, this position is required to be available to work additional hours in response to peaks in workloads and changes in department needs and perform on call (standby) duties. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay.

ESSENTIAL DUTIES:

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
  • Performs skilled technical work in the maintenance, repair and/or operation of plant process and control equipment, pumps and/or lift stations; adheres to safety policies and procedures.
  • Performs scheduled preventative maintenance; calibrates and/or services equipment according to plans and specifications; assists with general operations work.
  • Monitors equipment and performs inspections; troubleshoots, diagnoses and addresses issues; schedules repairs; assists in general housekeeping tasks.
  • Prepares and submits reports; reviews parts, materials and equipment needs and initiates requests.
  • Assists with special projects; evaluates equipment failures; performs emergency repairs, as needed.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

Positions assigned to mechanic may be responsible for:
  • Performing skilled and semi-skilled tasks related to the operation, maintenance, repair and construction of wastewater treatment plant mechanical equipment, lift station pumps, and facilities and grounds equipment;
  • Performing scheduled preventative maintenance;
  • Troubleshooting problems;
  • Designing and fabricating equipment modifications;
  • Maintaining repair records;
  • Evaluating equipment;
  • Performing skilled carpentry and plumbing tasks as needed;
  • Assisting higher level staff in determining purchases and capital improvement needs.
EDUCATION AND EXPERIENCE:
  • High School Diploma or GED
  • Three (3) years of related maintenance experience including specialized and directly related vocational training.
LICENSING/CERTIFICATIONS:
  • Possession of a valid class "C" California driver's license.
  • Possession of a valid class "B" California driver's license with tankers endorsement or the ability to obtain one within one year of the date of hire

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.
