This position is a Non-Exempt position at pay grade 111.

Attendance

Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

The Plant Operator III is responsible for overseeing system pressure and distribution of all drinking water treated by the City's only water treatment facility each shift. This includes maintaining adequate pressure, adjusting incoming and outgoing flows, virus and bacteria removal or inactivation through filtration, tank cycling, hazardous chemical handling, and filter backwashing and assessment. This position is also responsible for assisting in the maintenance and operation of the 161.5 million gallon per day facility. They will provide citizens with an uninterrupted, adequate supply of drinking water that meets or exceeds all state and federal drinking water standards as outlined by the Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ).

Responsibilities

• Assist in operating a surface water treatment facility utilizing advanced knowledge of conventional water treatment processes in accordance with state and federal regulations

• Perform advanced level process control measures to include adjustments to flows throughout the treatment process, distribution pressure, and storage tank levels in accordance with water demand

• Ensure adequate pressure and water storage is accomplished throughout the entire distribution system

• Trend filter turbidity, run time, and loss of head to determine backwash needs, and assess filter condition

• Startup/Shutdown raw water intake pumps and monitor intake bar screens operating rakes as needed to prevent obstructions to flow

• Assist with planned repairs and re-routing flows or startup/shutdown of equipment and processes for plant projects

• Serve as backup for collection, preservation, storage, and analysis of water samples throughout the entire treatment process

• Monitor and adjust chemical dosing and flow at up to three satellite booster pump stations within the distribution system

• Project changes in system demand based on trends and advanced knowledge of water processes and predict flow adjustments accordingly

• Ability to understand and operate Supervisory Control and Data Acquisition (SCADA) systems that monitor and control plant processes

• Identify and resolve operating issues

• Operate a variety of equipment/machinery including valves, pumps, motors, disinfection equipment, vehicles, etc.

• Conduct preventative maintenance and issue corrective maintenance work orders through the City's computerized maintenance management system (CMMS)

• Ensure facilities, including satellite locations, are secure

• Clean and maintain plant grounds

• Maintain detailed records and logs of major process changes and issues occurring during the shift

• Assist in internal and external comprehensive compliance investigations

• Perform data entry functions in the computerized maintenance management system (CMMS)

• Maintain records for regulatory compliance

• Directly handle hazardous chemicals such as chlorine gas, sodium permanganate, sodium hydroxide (liquid caustic solution), etc.

• Maintain adequate chemical inventory

• May be asked to perform other duties as assigned

Qualifications

• Requires a High School Diploma/GED

• Minimum of five (5) years of experience

• TCEQ Class C Surface Water Operator License required at time of hire

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
