Seeking detail-oriented and analytical Part-Time Policy Analyst to assist with researching and analyzing dual enrollment policies, data governance, or other higher education related policy frameworks. This position involves working closely with senior leadership at the System Office, the 23 community colleges, the Shared-services Center, and external stakeholders to provide insights, compile data, and develop policy recommendations that enhance the effectiveness and governance of strategic policy programs impacting the entire Virginia Community College System education mission.

This position is a remote position without public-facing interaction that requires independent work and deeply focused concentration.
Special Assignments
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications
Research and Analytical Skills:
  • Data Analysis: Ability to analyze complex data sets, identify trends, and make evidence-based recommendations.
  • Policy Analysis: Proficiency in evaluating and interpreting policies, regulations, and legislative documents to understand their implications on community colleges.
  • Critical Thinking: Strong problem-solving skills to assess the impact of current and proposed policies on dual enrollment and data governance.



Knowledge of Higher Education Policies:
  • Dual Enrollment Expertise: In-depth understanding of dual enrollment programs, including the benefits, challenges, and regulatory requirements.
  • Data Governance Knowledge: Familiarity with data governance principles, including data security, privacy, and compliance within the context of higher education.
  • Regulatory Compliance: Knowledge of federal, state, and local regulations affecting higher education, including regional accreditation standards and NACEP principles.

Communication Skills:
  • Written Communication: Ability to draft clear, concise reports, policy briefs, and recommendations for various stakeholders.
  • Oral Communication: Skilled in presenting complex information in an accessible manner to diverse audiences, including presidents, faculty, college and high school administrators, and policymakers.
  • Stakeholder Engagement: Proficient in collaborating with different stakeholders, such as presidents, faculty, college and high school administrators, and government officials, to gather insights and build consensus.

Technical Skills:
  • Data Management Tools: Proficiency in using data management and analysis tools such as Excel and SAS for managing and analyzing data sets.
  • Policy Modeling: Ability to use tools and software to model policy scenarios and predict outcomes.

Project Management:
  • Organizational Skills: Strong ability to manage multiple projects simultaneously, ensuring timely completion of research and policy analysis tasks.
  • Detail-Oriented: Attention to detail to ensure accuracy in data analysis and policy recommendations.

Adaptability and Continuous Learning:
  • Staying Updated: Commitment to staying informed about the latest trends and developments in higher education, particularly in areas like dual enrollment and data governance.
  • Flexibility: Ability to adapt to changing policy environments and respond to emerging issues in higher education.
Additional Considerations
Bachelor’s degree in Public Policy, Education, Data Science, or a related field.

Master’s or post-doctorate degree in Education, Data Science, or a related field preferred.

Additional Information
This is an hourly position and is not eligible for state benefits or leave. Hiring range for this position is $43 - $45 per hour, commensurate with education and work experience. Hours may vary per week depending on work. Estimated hours range between 20 - 29 hours per week.
