Job Description

The Procurement Manager position supports our strategic andoperational objectives by leading our procurement initiatives at the corporatelevel. The successful candidate will have experience in developing,implementing, and overseeing procurement policies, processes, and programs andwill participate in implementing customer-centric responses and practices toensure compliance with respective contracts. Provides consultation andtechnical assistance to staff on routine and complex, large-scale procurementsand acts as a liaison between staff and legal counsel on procurement matters.In this context, this position will collaborate with others at all levels ofthe organization and with external stakeholders considering significant goals,concepts, initiatives, and other activities.
Duties and Responsibilities The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here:

* Provide leadership in the development, implementation, and oversight of procurement policies, processes, and programs allowed by state statutes and federal laws.
* Provide consultation and technical assistance to staff on routine and complex, large-scale procurements and contracting processes.
* Oversee procurement activities company-wide, including but not limited to the following: determination of the method of Sub-Contractor selection; issuance of formal solicitation documents; evaluation of awards; recommendation of the use of alternative procurement processes; use of alternative selection methods for special contracts.
* Determine services to be classified appropriately as personal services, professional services, equipment, or materials; determine contracts to be awarded by full and open competition or other method, such as sole source.
* Direct the preparation of complex requests for proposals (RFP) and requests for quotes (RFQ); conduct pre-bid and pre-proposal meetings; solicit and advertise RFPs and RFQs; analyze and evaluate responses for price and conformance to specifications; recommend contract award to executive staff.
* Maintain contact with vendors; negotiate with vendors; keep informed of new products; investigate and develop supply sources; assist internal customers in evaluating vendor product performance and deliverables.
* Conduct various analyses to determine the best value for expenditure; complete price-cost analyses, material studies, and value analysis assessments.
* Prepare and maintain reports on operations and activities; maintain records and data pertaining to formal procurement activities.
* Maintain accurate records, files, and logs.
* Prepare clear and concise reports.
* Perform related duties and responsibilities as requested by supervisor.

Qualifications and Knowledge of:

* Principles and practices of governmental procurement, negotiation techniques, and materials management.
* Methods and techniques of conducting price analyses.
* Principles, practices, and techniques of contract negotiation and administration.
* Computer-based research, communications, applications, and information systems.


Qualifications

Required Skills and Qualifications* Must have a Bachelor's degree from an accredited college or university with major course work in purchasing, business administration, or a related field with a minimum of six (6) years of responsible governmental procurement and contracting experience including three years of program management, administrative, and supervisory experience. A combination of education and experience will be considered.
* Must be able to serve as an advisor to leadership and staff and provide strategic advice and sound judgment on a broad range of procurement and contracting issues.
* Must be able to build and sustain collaborative work relationships both inside and outside the company.
* Must be able to analyze, evaluate, and modify purchasing and contracting methods and procedures.
* Must be able to negotiate and administer contracts with vendors.
* Communicates clearly and concisely, both orally and in writing.

Desired Qualifications
* Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), or Certified Purchasing Manager (CPM) certification is preferred, but not required.

Physical Demands and Working Conditions
* The work of this position is performed in an environmentally controlled office environment.
* Must be capable of sitting and entering data on a computer keyboard for extended periods of time.
* Must be able to lift 25 pounds unassisted.
* Some travel required.
