Summary

Arcadis DPS has an immediate opening for a Procurement Specialist to join our Semiconductor sector in Albany, NY. In this role, the Procurement Specialist will perform the sourcing functions for bidding, negotiations, and procurement requirements on the many fast paced projects that DPS performs for clients. You will work with other procurement, engineering, and construction personnel to coordinate the RFQ/ITB process, negotiations, purchase order and subcontract awards, expediting through to delivery of material and/or completion of work on schedule and within budget.

This is a hybrid position and will require the selected individual to live local and in commutable distance to the Albany, NY office.

Responsibilities
  • Create and Manage Request for Proposals including preparation of RFP documents, review of proposals, performing price analysis, negotiation of price, and scope review.
  • Manage all aspects of supplier administration for the project, including bidding to prequalified bidders, negotiation/execution of contracts, submitting downstream notices and change orders, and closing out contracts.
  • Review purchase requests for pertinent and accurate information, prepare and execute requisition requests for project site team.
  • Utilize software for preparing RFPs, issuing contract commitments and tracking deliverables.
  • Make recommendations on any deviations from standard Terms and Conditions to Commercial Manager and Procurement Manager.
  • Manage complex packages.
  • Maintain procurement logs, databases and correspondence.
  • Work closely with Project Management, Engineering, Client and Subcontractors.
  • Manage supplier DBE reporting as necessary.
  • Contact vendors and subcontracts and maintain a positive vendor/subcontractor relationship.
  • Identify, communicate, and mitigate any potential lead time issues.
  • Manage procurement logistics.
  • Enforce contractual terms, draft and issue notices, escalate issues as necessary.
  • Other duties as assigned.


Skills and Qualifications
  • Bachelors degree preferred with minimum of 2 years' related experience and/or training; or equivalent combination of education and experience. Previous professional experience working with Engineering and/or Construction Management consulting firm desired.
  • Ability to read, analyze, and interpret scientific and technical construction documents. Respond to inquiries or complaints from customers and clients.
  • Define problems, collect data, establish facts, and draw valid conclusions. Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Experience using Deltek, Procore, Microsoft Office Suite (highly proficient in Excel), ConstructSecure, Bluebeam and other relevant software applications.
  • Must have excellent written and communication skills and be well organized, engaged, flexible and self-motivated. Experience interfacing with clients and coworkers, and delivering presentations, with the ability to maintain a professional and productive relationship.
  • Ability to multitask on multiple projects and work independently. Takes ownership of assignments, can work both independently and as part of the team. Ability to work in a fast-paced and challenging environment.
  • Strongly motivated, well organized, and shows professional initiative.
  • Ability to provide valid work authorization for US employment required.

For candidates with 2-4 years of experience, the salary range for this position is $65K-$85K. For candidates with 4-7 years of experience, the salary range for this position is $85K-$115K. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location
