Leidos is hiring a full-time Program Action Officer in Washington, DC to provide critical support to the Weapon Security and Control Division (NA-122.4) / Government Program Managers (FPM) in managing classified committee activities, notably the Weapon Surety Committee (WSC) and Joint Compartmented Advisory Committee (CAC). This pivotal role contributes to NA-122.4 and Office of Stockpile Sustainment (NA-122) within the National Nuclear Security Administration (NNSA) Office of Defense Programs (NA-10). Based at NNSA-HQ/FORS, the senior-level incumbent will collaborate closely with support staff at NNSA-HQ, counterparts in NA-10 Programs/Offices, and other NNSA and external entities. Expected to maintain a professional demeanor as a public-facing representative of NA-122 and NA-12 office leadership, the individual must demonstrate proactive support, engagement, confidentiality, and excel in both classified and unclassified environments. Leveraging advanced computer skills, this role streamlines processes, manages executive WSC and CAC schedules, compiles/distributes classified meeting materials, and prepares briefings, reports, and tracks actions. The position mandates mature judgment, the ability to make independent decisions adhering to established policies and facilitates the attainment of long-term goals for multi-billion-dollar programs within NA-122.4 and the NNSA Office of Defense Programs.

We seek an experienced, senior-level candidate adept in an Action Officer or program manager capacity with prior involvement in government, DOE, DOD, or military environments. Essential qualifications include substantial experience in classified environments, a comprehensive understanding of NNSA program support policies, and proficiency in Classified Matter Protection & Control (CMPC). The ideal candidate should be self-initiating, comfortable in dynamic settings, and capable of engaging with diverse federal and military senior staff and leadership.

Key Attributes and Roles/Responsibilities:
  • Detail-oriented with a professional demeanor and exceptional organizational skills, adept at managing multiple projects by analyzing operational activities in a fast-paced environment while handling interruptions and competing priorities effectively.
  • Analyzing data and information to assess priorities, completeness, and consistency for technical and programmatic communication within and external to the program management office.
  • Checking the level of quality and fidelity of programmatic and technical data, and other information used to propagate program status and initiating corrections, updates, and replacements as indicated.
  • Composing presentations, meeting minutes, white papers, and other deliverables that communicate program status.
  • Maintaining and coordinating exceptional program documents and deliverables that accomplish program office commitments and objectives. This includes tracking and archiving unclassified and classified documents and deliverables for quick access to respond to questions and audits.
  • Operating as the primary point of contact for the programs' interfacing organizations and functions.
  • Communicating effectively to internal and external program participants in writing, on the phone, and in person to assist the program with accomplishing critical actions.
  • Coordinating and facilitating periodic program reviews and facilitating and participating in meetings.
  • Providing programmatic document review, resolving, and reconciling technical and programmatic comments, and producing acceptable final deliverables.
  • Processing and securely handling controlled and classified correspondence and documents.
  • Duties may include qualitative and quantitative analyses, simulations, and decision support system applications.
  • Demonstrated ability to exercise mature judgment and autonomy in decision-making within established policies and procedures.
  • Proficient in interpersonal communication, both written and verbal, capable of collaborating in team settings with federal and contractor staff.
  • Organize technical meetings to include consulting with technical staff from national laboratories on nuclear weapon surety issues.
  • Manage external communications, office management, and supporting policy and strategic planning efforts.
  • Handle visit requests, organizing conferences, administering security procedures, and overseeing classified and unclassified document management.
  • Maintain the integrity and security of classified systems, hardware, and data, and management of classified documents handling and storage.
  • Responsible for physical security measures in controlled areas, preserving the confidentiality of records, and facilitating briefings and reports with minimal oversight.
  • Oversight of diverse administrative duties such as calendar maintenance, meeting minute writing, correspondence handling, and information management through advanced computer skills.

Required Education, Experience & Other:
  • Active DOD Top Secret and/or an active DOE Q clearance
  • Bachelor's degree in related field with 10+ years of related experience required, of which 5+ years of experience is working in classified and unclassified environments or Master's degree in a related field with 8+ years of related experience required, of which 5+ years of experience is working in classified and unclassified environments
  • Excellent written and verbal communication skills, with demonstrated experience developing briefings for senior and executive management.
  • Proficiency in the Microsoft Office suite (MS Word, MS PowerPoint, Outlook, and MS Excel) with particular emphasis on word processing, presentation, and spreadsheet applications required.
  • Experience with administering security processes that ensure security and integrity of classified systems, hardware and data in accordance with established procedures.
  • Experience maintaining physical security of classified safe, including all content, from creation through destruction in accordance with and in compliance with applicable regulations.

Pay Range: Pay Range $87,100.00 - $157,450.00
