Epsilon Systems Solutions, Inc. is seeking a full-time Program Director in National City, CA.

Summary: This position reports directly to the Assistant General Manager of Ship Repair Sector (SRS) Southwest Region in National City, CA. The Production Director is responsible for leadership and management of the production resources, ensuring they are trained, equipped and safely employed to complete the assigned work and tasking.

Duties & Responsibilities
  • Assist with estimates and participate in the bid and proposal (B&P) process for proposals associated with the San Diego Division.
  • Promote and sustain employee health and safety within assigned locations. Ensure compliance with all corporate, state and federal regulatory requirements.
  • Actively participate in corporate initiatives.
  • Provide supervisory oversight and mentoring of assigned managers and supervisors.
  • Establish and maintain a succession plan for the organization, ensuring it is up to date and individuals receive the training and experience to develop.
  • Perform regular visits to production work sites at shipyards and naval base, including shipboard sites to monitor project safety, execution, shift briefs, quality, and customer satisfaction.
  • Provide reports as required.
  • Removes barriers preventing the workforce from effectively executing tasking.
  • Assigns responsible foreman and/or trade supervisors to each job and holds them accountable for effectively supervising assigned trade resources.
  • Ensures assigned foremen are using Job Assignment Cards (JAC) for tasking trade resources.
  • Attends project meetings when elevated management attention is warranted.
  • Ensures work performed is within scope of contract, and that unexpected conditions and growth work are appropriately documented and authorization to proceed is obtained for work not included in original work scope.
  • Coordinates production resources to meet availability milestones and project schedule.
  • Assists the Project Team with make/buy decisions and subcontractor selection.
  • Ensures trade supervision and subcontractors are aware of and held accountable to meet key milestones, key events, and target dates for assigned work.
  • Advises Project Team of conditions that may impact completion of work per established schedule and provide alternatives
  • Assesses production progress and discusses/updates production status with Project Team.
  • Ensures quality and schedule issues are promptly communicated to management.
  • Ensures pre-fabricated materials are available for use in accordance with project schedule milestones.
  • Ensures all required tools and equipment are available and on-site to support production workforce.
  • Provides project team resource assignments prior to start of availability to support timely submission of required access lists.
  • Ensures all trade resources maintain current all required badges.
  • Provides project teams with weekly manning assignments and changes if required.

Experience/Requirements
  • Bachelor's Degree in a mechanical or electrical engineering discipline from an accredited college or university required, but equivalent experience can be substituted.
  • Minimum 15 years' experience in naval ship repair, maintenance and modernization.
  • Minimum 10 years' experience leading/managing diverse teams working complex projects navy maintenance, repair and modernization contracts.
  • Experience working under firm fixed price and cost-plus contracts.
  • Understands basic Project Management techniques, including ETC/EAC determination.
  • Able to obtain and maintain access to military and government installations and private shipyards.

Knowledge

Demonstrated understanding of the design and production to support naval systems and components for maintenance, modernization and repair. Ability to read technical drawings, technical manuals, and other industry technical documents and interpret requirements to produce technical narratives and man-hour/materials estimates for proposals and quotes. Understanding of contract terms and conditions. Detailed knowledge of NAVSEA Standard Items. Must be proficient in MS Project, Excel, Word, Outlook and Power Point.

Pay Range

The pay range for this is $153,920 to $160,160 annually. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications such as skills, education and experience.

  • Requires walking, reaching, sitting and concentration in the presence of occasional and loud noises.
  • Able to move in narrow and restricted passageways, up/down steep and narrow ladders or stairways, and up and down antenna masts/yardarms (onboard ships).
  • Able to lift, carry and move objects up to 50 lbs. in weight.
  • Must have manual and finger dexterity; able to grasp, manipulate, assemble small objects.
  • Able to quickly move your hand, your hand together with your arm, or your two hands to grasp, manipulate, or assemble objects.
  • Able to perceive and distinguish normal range of colors.
  • May be required to wear personal protective equipment (PPE) including but not limited to: hard hat, safety glasses/goggles, ear plugs/muffs, masks/respirators, safety vests, gloves and steel-toe boots.
