JOB SUMMARY
Program Director Procurement
The Program Director Procurement will provide procurement oversight for projects under the Harris Health $2.9-billion Strategic Capital Plan. Directly responsible for requirements in the development, monitoring and executing procurement strategy to ensure Harris Health meets the program goals and objectives. The Program Director Procurement is the primary liaison between Facilities PMO, Harris Health Supply Chain, and Harris County Purchasing. Responsible to initiate and monitoring all procurement activities related to the Strategic Capital Plan and facilitating resources needed, both internal and external, to maintain project schedules and budgets. This includes developing and implementing procurement strategies, managing vendor relationships, assist in negotiating contracts, and ensuring compliance with Harris Health Purchasing Manual, Harris Health and Harris County policies and procedures around procurement and vendor management.
MINIMUM QUALIFICATIONS: Education/Specialized Training/Licensure: Bachelor Degree in engineering design, construction, business administration, supply chain, or related technical degree.
LICENSES & CERTIFICATIONS: CHFM certification and/or PMP preferred
WORK EXPERIENCE (Years and Area): Eight (8) Years Work Experience in Healthcare-Design/Construction & Construction Administration with an emphasis on project team leadership and development
MANAGEMENT EXPERIENCE (Years and Area): 6 years of Project Management; 4 years minimum of leading teams in a multidisciplinary healthcare environment;
COMMUNICATION SKILLS: Above Average Verbal (Heavy Public Contract), Exceptional Verbal (e.g., Public Speaking), Writing/Composing, Writing/Reports
PROFICIENCIES: MS Word, MS Excel, MS Outlook, P.C.
KNOWLEDGE/SKILLS/ABILITIES: Analytical, Design, Mathematics, Medical Terms, Research, Statistical
WORK SCHEDULE: Flexible (Travel between Harris Health facilities)
REPORTS TO POSITION: Admin. Dir.
