The Virginia Department of Social Services (VDSS) engages families for success. Its Division of Child Support Enforcement (DCSE) manages 251,000 cases to ensure that child support payments of $590 million per year reach families across the Commonwealth. Support Enforcement Specialists establish and sustain helping relationships with parents who have payment obligations as well as parents who depend on those payments.

This position directs, plans, implements, and manages the Division of Child Support Enforcement (DCSE) legislation and grants programs and leads special initiatives to promote strong, self-reliant, and engaged families. This position works on behalf of DSS and DCSE executive and senior leadership, with DSS partners, management and programmatic staff to create, define, and incorporate legislative updates and practices into division activities through appropriate change management and collaboration with stakeholder teams. This position also creates and executes DCSE grants programs through managing, developing, and evaluating grant opportunities; consulting with internal and external stakeholders; developing partner and community relationships; identifying, recommending, and facilitating incorporation of emerging and leading practices; evaluating the success of initiatives; and developing strategies on sensitive issues critical to the division. The position manages partner relations and program service initiatives; and other projects that support the mission, values, and goals of the agency. Contributes to regulation and legislation by suggesting appropriate initiatives based on a thorough understanding of the issues and impact of proposals on the division's image and operations. Manages and directs staff and effectively manages budget and other resources and will provide direct support to the Division Leadership Team and the families of Virginia.

Minimum Qualifications

Experience in planning and managing programs serving social service populations, including complex management in human services and/or child support enforcement.

Demonstrated ability to supervise staff.

Demonstrated ability to manage programs and projects, and lead project teams.

Considerable knowledge of the structure and usage of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Demonstrated ability to communicate with diverse individuals, represent the organization to customers, the public, government, and other external sources.

Proficiency in Microsoft Office Suite, including Microsoft Teams, teleworking tools, and appropriate tools to manage budgets and create reports.

Demonstrated ability to analyze data to identify problems and formulate solutions.

Knowledge of or experience with techniques to incorporate stakeholder and client voice into strategic initiatives.

Knowledge of management principles and practices.

Demonstrated ability to provide consultative services to agency staff and interest groups.

Demonstrated ability to work cooperatively and collaboratively to achieve goals.

Demonstrated ability to work independently; manage changing priorities, and make sound, well-informed decisions and consult with program leadership.
